Alright. If the Vice Delegate, which according to the Charter, is in charge of all Citizenship applications, has to take an extended leave of absence, then who would be here to take care of Citizenship applications? I mean, if Arbiter was really on vacation for 4 weeks, for example, and he couldn't log on once during the month long period, who would take care of accepting or denying applications for Citizenship? My suggestion would be to appoint a trusted junior cabinet member because senior cabinet members already have too much on their hands.

If I'm not mistaken, the cabinet already has the power to appoint any member to do so.
