It's two plots per person. (Hopefully people only have one account on the forums.)
One separate account (nation) on NationStates is required per claim.

I don't have access to the original file for the base map, so certain features can't be edited. I can't edit existing national borders, so portions of plots can't be absorbed by other plots. I don't add or edit rivers either. I can however make a new plot out of the lands you don't want like you suggested (which havent' been done before). Or maybe make them terra nullius, i.e. not claimed by Dáchàguo but recognised as part of Dáchàguo internationally? And I can add that lake.
