[IC] Accession of Ryccia and Bonaugure - Kris Kringle - 01-23-2015
Esteemed Delegations,
In compliance with Clause 12 of the Charter I refer to this Council the accession applications of the Constitutional Monarchy or Ryccia and the Democratic Republic of Bonaugure. I have found both nations to be in good standing and I have verified that their applications have been adequately filled.

The Awesomiasan delegation would vote in favour of Ryccia's admission to the Southern Cooperation Organisation, so long as it renounces its ties to other supranational organisations, in particular the Soviet Socialist Fighters' Republic of Ryccia's membership in the SSU. The Awesomiasan delegation, however, understands that the conflict between the SSFR and the legitimate Ryccian government is ongoing, and would like to grant conditional admission to Ryccia, subject to the initiation of peace talks with the SSFR to resolve the internal conflict.
On the issue of Bonaugere's admission, the Awesomiasan delegation would withhold its vote in favour of admission at present time due to Bonaugere being a member of the SSU, an organisation which has committed acts of aggression against nations in the SCO. The delegation reccommends that Bonaugere's admission be subjected to the same conditions as the lifting of Sporaltryus' suspension.

Kringalia was under the impression that membership of the Southern Socialist Union ceased when the Constitutional Monarchy returned to power in Ryccia, since the regime that was a member no longer existed, and that the Soviet Socialist Fighters were now a legitimate political group. If that is the case then we would like assurances as to the honest intentions of the SSF. We propose that an invitation be extended to Ryccia to explain to this Council its internal situation and the steps that it is taking to solve the conflict.
Since we have no reports of Bonaugure actually engaging in hostile acts towards this Organisation or its members, we propose that in turn Bonaugure be invited to explain its position before this Council, and that renunciation of their SSU membership be considered only after such explanation has been given.

Report of The 2014-2015 Civil War
The Civil War was started by the SSFR, a group of socialist democratic-communist rebels who overwhelmed the capital Daonlathas, and forced the government to flee in exile in the city of Legada, the de facto capital during the war. Because of this, the SSFR was able to take over certain regions of Ryccia in the Center while the military and the government were shaken. The Military, when organized, launched various attacks in rebel territory. The RM could not advance due to SSU support to the SSFR. A Christmas Ceasefire was announced so the civilians could celebrate Christmas. After the ceasefire, the battle raged on. SSFR was also accused of using Mustard Gas, an illegal weapon under the Geneva Convention. On January 1, a ceasefire began to make elections. Socialism lost and the SSFR also lost, but turned into a political party. Socialism took a big hit in this war, as being the reminder of fear of war and cruelty. It is estimated that Socialist Beliefs fell down drastically from 25% to 17.2%. Other socialist groups have surged, but these are minor and are sure to be eliminated. In all the conflict, 12 million people died, as estimated by The Ryccian Government. The fighting contributed to this death toll, but major executions against capitalists carried out by the SSFR also made the death toll higher, with 1 million people executed by the group.

The Awesomiasan delegation has found the report provided by the Ryccian government to be rather unsatisfactory with regards to the fate of SSFR members not being unaccounted for. While we understand that Ryccia is recovering from a recent civil war, the ramifications and aftermath of the war should be accounted for, as the Organisation does pride itself upon the principle "to guarantee basic freedoms and dignities to all individuals residing or otherwise located in member states" as stipulated by Clause 9 of the SCO Charter.
As such, we seek a response from the government of Ryccia about the fate of SSFR members, to ensure that methods of punishment used, if any, are by no means overtly cruel, torturous or excessive.

Our Government too finds the report to be unsatisfactory, in part because it does not address the specific concerns of the Council regarding the human rights situation in Ryccia, the political role of the SSF in the Constitutional Monarchy, the treatment of former socialist leaders and the policies that are being undertaken, if at all, to rebuild Ryccia. We are also confused by the reference to something called the 'Geneva Convention' of which we have no records.

The socialist groups are like the old SSFR, rebellious, dangerous and armed. They started first, so we made a counter-offensive. In the Parliament, out of all the 10,000 members in all houses, only 200 or 2% of all members are from the SSFRP(Soviet Socialist Fighters of Ryccia Party). Almost all leaders were
pardoned, but the commanders that were not
pardoned were:
*Sydney Falokgoa: Killed 95,000 capitalists under her
commands and genocided another 5,000. Death toll by her: 100,000 dead or 10% of all SSFR Deaths.
*Daniel Gahonia: Burned 100 villages and genocided 10,000 people. He was the General who ordered the
usage of Mustard Gas in the villages of Viruna and
Mokori. Raped 30 women or more.
*Fabian Casasviejas: Commander who executed 3,000 civilians, which half of these were children and women. Made 30 villages starve by blocking aid. Guilty of executing 1,000 people through genocide.
*Sabrina Shint: Called "The Lady Reaper", she raped 13 men. Sterile, she never entered a stage of pregnancy in these rapes. Challenged 3 soldiers in a contest to see who could kill 100 capitalists in 1 hour by machine gun. In this "contest", she killed 113. She executed 1,500 people, including her maid and made 20 men her slaves. Genocided 100 people in a small village called Littania. Burned farms from a village named Centorzi and by her command set 7 people on fire. She used this excuse for her actions: "They were capitalists, so I needed to kill the imperialist pigs". One of the most cruel persons in history.
These commanders are now being judged at The Hauge, in the International UN Court. All paid and volunteering civilians are rebuilding Ryccia. This is very fast, as 800 million paid civilians and volunteers are rebuilding villages, towns and cities. And The Geneva Convention was a convention by The League of Nations, the predecessor of the UN, to ban certain weapons after World War I. Thank you for your attention.
