Obviously I can't speak for everyone else, but personally I'd like to avoid having people create their own plots. It would be better to expand the map instead, something I hope rhino will be able to do once he gets a reply from Brutland.
Strictly speaking it's not that you can't make your own plot, it's that others might not recognise it as canon, which would create problems for your roleplaying.
