Resolution on the Coalition - sandaoguo - 02-02-2016

Given the downfall of Hileville and the Transitional Government, I think we should craft a resolution that does the following:

1. Amends the charter to make tspforums.xyz the official forums. (A further amendment will be needed to prevent this from ever happening again.)
2. Establishing a temporary Cabinet, until elections are held. The Cabinet should include Tsu (delegate), DM (vice), Kris (MoFA), Scylla (MoRA), Resentine (MoA)
3. Pardons all Transitional Government members who disavowed the coup prior to Hileville handing over the nation to Belschaft.
4. Sets a special election for a new Cabinet, asap.

After this, we must discuss changes to our laws, both to ensure this doesn't happen again, and to address the many issues that the coup revealed. It's clear our laws are deeply flawed and need to be changed.

I agree with the above proposed amendment.
I would like to see an added line that will establish a Great Council with "x" days of the completion of the special elections

Sorry Glen, but we also need a clause on if the Assembly can remove admins. But not "just because" and the voter support must be 75% I guess. That means that there is a consensus on removing such admin. And also to define the forum link better.

Just my suggestions.

This is just a resolution to reestablish the Coalition. We don't have time to redo all of our laws right now. We need to get elections going. Then we need to have a structured and calm, and not rushed, debate on all the issues that have arisen, including forum administration.

I agree with this. I fully intend to push for deep reforms to our laws and government. We have been avoiding the issue for far too long, and it is time to change that. But, we first need to ensure we have an executive that follows our laws, so these reforms can be carried out in an orderly fashion.

I think perhaps we need to have a Great Council to fully examine the Charter and determine if we need a new one or what changes need to be made.

The Assembly of the South Pacific,

Hereby resolves the following:

1. The URL "http://thesouthpacific.org/" in Article 9, Clause 1 of the Charter will be replaced with "http://tspforums.xyz/".
2. Those elected to the Cabinet in November 2015 shall be vacated.
3. A special election is to be held within 72 hours of the passage of this law, and those elected will serve the remainder of the interrupted term.
4. Until those elected take their seats, the following citizens shall serve in the Cabinet: Tsunamy as Delegate, Drugged Monkeys as Vice Delegate, Farengeto as Chair of the Assembly, Kringalia as Minister of Foreign Affairs, Scyllaland as Minister of Regional Affairs.
5. Hileville and SJS Republic are hereby expelled from the Committee for State Security.
5. Scyllaland and Siberian Districts are hereby granted full pardons for their roles in the illegal forum switch and the establishment of the Transitional Government of the South Pacific, on account of their defections prior to its downfall.
6. The provisions of Article 10, Clause 2 of the Charter notwithstanding, a Great Council shall be convened within 7 days of the election of the new Cabinet to completely revise all laws of the Coalition.

I think strike 6, and let a GC be called after a period where people can write up well-written and detailed proposals. The last thing we want is a shitshow for a Great Council... again. People need to come to the table with proposals already. We don't need a free-for-all where we end up with another set of terrible laws.

If we do that, I think it would be important to include such a commitment in a regional address, just to let people know that we mean business about reforming the government. Perhaps we can do that?
