I see no particular reason why the recall mechanics can't be split of from the electoral reforms, if people want to do so. As they both require Charter amendments however, it might make sense to vote on the complete package first, and only bring the recall mechanics separately if that fails; cuts down on the number of votes.

First: From what I understand here, can someone give me a final draft?

Second: I think we should make the first round of Delegate elections should be done by STV, instead of IRV/AV. We are "electing" more than one candidate, after all.

I've already explained why that would be inappropriate, as STV is used when multiple individuals will be elected. In this case there is only one position available.
