FAILED: Treaty Amendment (Bel/DM) - Omega - 09-29-2016

The following has been motioned to a vote and received a second:

Establishing a process by which the Coalition may enter into binding agreements with foreign powers

1. The Minister of Foreign Affairs holds the sole power to initiate treaty negotiations with other regions, groups, and organizations, but may designate officers to handle those negotiations. Upon completion of a treaty negotiation, the Minister must present it to the full executive for majority approval, before submitting it to the Assembly for ratification.

2. The Cabinet may seek to dissolve a treaty upon two grounds, each with their own process; breach of terms and end of relevance.

 3. When seeking to dissolve a treaty due to a breach of terms, the Minister must present this decision to the full executive for approval. If unanimous approval by the executive is given, it must then be presented to the Delegate for review. If the Delegate agrees that the treaty has been breached, it is considered dissolved. If unanimous executive approval is not given or approval is not given by the delegate, the proposal must be presented to the Assembly for vote, requiring a simple majority in favor to pass.

 4. When seeking to dissolve a treaty due to end of relevance, the Minister must present the matter to the full executive for majority approval, before presenting it to the Assembly for vote, requiring a simple majority in favor to pass.
As this is an amendment to the Charter it will require a 3/5ths majority to be considered passed and must also satisfy the conditions laid out in IV.7 of the Charter.

This piece of legislation will be at vote for 5 days so the vote will end on October 4th at 2135 CDT. A countdown is available here.
