That's ridiculous. I'm all about giving the RMB more of a say, but they don't get to decide how to change the Charter unilaterally. Further, any other actions they would take — other than having someone propose an amendment to the Assembly — would violate the Charter.
At best, this is a nonsense change. At worse, it's set to demoralize the RMB nations when their proposals get rejected en masse.

I believe what Glen meant was that the Local Council decides for itself how it goes about proposing charter changes, writing the text, when and if it does it, etc.; but ultimately it still has to be proposed to the assembly. That's how I interpreted it, anyway.

If I'm understanding the LC only proposes it, the Assembly still has to debate and approve it. It's basically a way for a non-legislator LC to propose amendments to the LC itself.

That was my interpretation. My own view is that this would essentially mean that the LC could put proposed Charter or Law changes to vote by the in-game region and then send them to the Assembly, rather than the other way round.
