In the Elections Act, there should be a paragraph separation between 5. Office of the Chair and the subsection following it.

According to the current interpretation, it means applying with bad intentions (Want to coup the region, want to spy,...). Unfortunately, the term is quite vague which makes decision making hard. (Example: Assume Malasshan is applying with bad intention, we have no concrete way to tell that, everything is just an assumption)
