Yes, it is part of the interim policy.

I will present a formal policy to the Assembly within a matter of days for consultation.

I have an idea that the Election Commission communicates with the Chair that certain legislators have voted, so that their votes can be considered into the voting requirement, but that they still keep secret the actual vote.

This most likely is illegal as of now, but this is the only reconciliation I have right now.

The issue of private votes means that this proposed policy will not be implemented.

Maintaining a voter's prerogative to secrecy is paramount and relying on EC-Chair communication to determine who voted would compromise that.

You're right, but otherwise the two cannot be reconciled. Anyways, the Election Commissioner gets to see your vote, and there's the fact that there are private votes mentioned in the mid-voting tally...

Eh, weak argument. But still, this is the only reconciliation

I was going to hold off until after Amerion presented his proposal, but I guess it's fine now.

Votes in the Assembly indicate participation in a legislative process — the legislative process of creating, amending, or repealing laws. Elections have little do do with the legislature and instead concern the executive. The voting record of a legislator should, therefore, reflect legislative activity and not executive activity; being a legislator means participating in the legislature, not participating in regional politics.

Elections Act Wrote:(3) Voters will have the option to cast their privately vote using a secret ballot. The method of private voting will be selected by the Election Commission. The method must utilize an unaffiliated account or server, with the method and all votes remaining available for audit. Named ballots are not to be released under any circumstances.

Good point.

The policy was never to explicitly reveal who cast a vote for which candidate - in the way vote tallies are currently released. Rather, it was going to be a column in the Legislator Roster which noted if the Legilstaor voted in the elections (yes/no-type column).

Although, as has been previously pointed out by a number of people, it may have been possible to discern who cast a private ballot by cross-referencing. This would have been made easier if there were not too many private ballots. The logical alternative would have been to mandate that election votes only count in a Legislator's vote record if a certain number of private ballots were cast in an election. However, this would be an overly complicated solution to a problem which does not neccessarily exist and as such, I have decided against going ahead with the policy.
