You'll find the Voting Chamber in the Assembly section of the forum. There is currently nothing to vote on, however.
Edit: You also have to be a legislator to vote, which you are not currently. You failed the voting requirement at the point of the April legislator check. http://tspforums.xyz/thread-5131-post-184962.html#pid184962
