CRS REGULATION III
A Regulation relating to the South Pacific Coral Guard.
The Council is:
Appreciative of the many South Pacificans who wish to aide the South Pacific in a defence role;
Conscious that a greater number of nations with significant amounts of influence will guard against threats to the Delegacy;
and shall, therefore, create a service to be called the South Pacific Coral Guard (SPCG).
(1) The SPCG shall be made up of trusted nations who have served at least six months as a Legislator or two terms as a Local Council official and who have submitted an application to the Council on Regional Security.
(2) Members of the SPCG will be an important form of defense in the region helping to maintain an endorsement count distance between the Delegate and members of the general population.
(3) The CRS will regulate the Dynamic Endorsement Cap (DEC) for the SPCG and may change it accordingly based on security considerations.
(4) The DEC for SPCG members is presently eighty-five per cent (85%) of the third-highest endorsement count of Council members who are not presently serving as Delegate.
(5) A member of the CRS will be appointed to act as a liaison for SPCG members and, in times of emergency, SPCG members might be called upon to support or otherwise work with CRS members.
(6) Members for the SPCG must submit an application to the CRS, and, pending approval from the body, the CRS should inform the Assembly of this decision.
