Not at all. The law clearly says that "The Local Council representative will have a weighted vote of 20% of all non-abstaining votes cast on bills", yes?

That means that the Local Council has a weighted vote(a.k.a block vote) with the numerical value of 20% of all non-abstaining votes. For example, if 30 is the numerical value of all non-abstaining votes, then 6 is 20% of this numerical value. Therefore, the Local Council gets a block vote having the value of 6.
