So the way it's written is such that the new Code only lays out a very basic framework of ranks, but it's still the General Corps that defines what's in those ranks.

Regarding GCR liberations, I'm thinking things like knowing about early/late updating nations (in case admin changes that), knowing GCR influence rules, being capable of running influence calcuations on a few thousand nations (instead of a few tens), etc.
