From the Regional Officers list right now, the EC doesn't have Communications power, and it would be rather costly to buy all the stamps needed to message everyone in TSP. The election commissioner isn't a permanent position. Much of the time it ends up being a CRS member, though the are other possibilities. It is always possible for the Del to give communication power to, or to serve as a proxy for the relevant EC, however, and indeed, I believe the Regional Officers Act covers this.
