I have found that it is usually custom here to:

1. Amend present acts rather than make new ones (where the content permits); this proposal would probably be better as an amendment to the Military Code (https://tspforums.xyz/thread-4115.html)

2. Not provide reasons within the legislation itself (that is, not having things like this in the text of the proposal: "Understanding that the security of SPSF and the Coalition could always use some room to improve")

However, perhaps someone more experienced than me can confirm those are conventions (or tell me I am mistaken)
