Regarding applications, I don't think it should be a process where the powers that be have to reach out first. The Charter says people can apply after the meet the requirements, and that allows people who wouldn't otherwise be on the radar to show their interest. It really should be about the application, rather than some other criteria that can't be written down.

I'm not saying we change/re-legislate anything, I'm simply acknowledging the reality of how this will play out. Same with how for the CSS we could either self-nominate or be selected by the delegate. Few people are going to apply directly — beyond the fact that it would seem somewhat power hungry — and most people simply aren't going to know they meet the requirements. Those that do are already going to be intricately involved the the government already and would be on someone's radar.

Regarding the PM/CRS situation — we can figure out how this portfolio is going to work. But, in the meantime, I'd like us to approve DM. We can decide that they PM should be a viewer and not participant (much like the delegate is, now), but we need to float some rules at the moment until we get everything in working order.
