Every 100,000 residents in the region represent 1 seat (rounded to near whole number), with a minimum of one seat per region. Because paint is very simple it lacks many common features such as the ability to support layers. While you can use it, it's single layer nature overwrites anything you draw on top of and its drawing tools are insufficient for our purposes. But as I mentioned, there are many free programs that work, my top 2 recommendations being GIMP and Paint.NET. I'm awaiting your questions.
