I see warnings and bans as deterrent. We want to avoid certain troublesome behaviour, so we make it punishable. If the person drops that behaviour, and hasn't caused major harm, I don't see any reason to further punish them by extending the ban to other venues. The lesson would have already been learned. Obviously we make exceptions for the more serious cases, and Court-mandated bans are another matter, but for normal moderation stuff, I think we should err on the side of leniency, if we see that the person is interested in making amends.
