Is this change being made because "Native World Assembly members" is the term used in the polling section of the Regional Controls?

Also, I would like to propose splitting this into two separate bills and votes: the first on the change to IRV, and the second on the changes to the Election Commission. These are two pretty separate things, and one doesn't rely on the other. I also believe splitting the question will allow legislators to give a clearer picture of their support or opposition to the package.
