I've always had serious reservations about multilateral treaties, as they tend to be unwieldy and ineffective. With thirty-six regions involved in this, there's no question that this will be the case. The fact that this has a relatively simple goal, and one where there's no likelihood for internal squabbling, is a plus. The fact that there's one region tasked with acting as the repository/organisation hub is also a plus. For these reasons I think this
might be viable.
I assume that this has already gone through the cabinet for discussion?
