Does it really add humour though? Gives a laugh for the first 5 seconds and then makes everything the Assembly does afterwards look satirical.

I would agree it's not the best way to add some lightheartedness. I would go for the more nonsensical, babbling type route personally. This goof would look like a norm compared to the things I would propose, if this community had such a sense about it (not that it's bad that it doesn't).

Aside from that though, I do think it's a little silly to think that people would not be capable of perceiving the actions of the Assembly, which has "real", "tangible" effects on the region, as "serious" because of a spoof of a role name. That's just a tad exaggerated, I reckon.
