THE CONSTITUTION OF THE ASSOCIATED CLANS OF VILIAKMON

The Preamble:

We, the REPRESENTATIVES of our local peoples and clans, in order to ESTABLISH A STATE, to END ALL BROTHERLY WARS within our borders, to FORM A UNITED NATION, to PROTECT the sweat of THE WORKING PEOPLE and to GUARANTEE the adequate RULE OF LAW; IN THE NAME OF PRIMORDIAL CHAOS, CONVENE TO ADAPT THIS CONSTITUTION.



Article I: The Associated Clans of Viliakmon

1. (The Associated Clans of) Viliakmon are to be a locally-representative democracy.
2. Viliakmon recognizes strong differences between its' local communities and The State Government.
3. Viliakmon recognizes that, in the spirit of its' local clan culture, it is to grant its' local communities to organize their own governance to their own discretion; limited only by The Constitution.
4. Local governances consist of: Clan-Chiefs; The Representatives (of local communities in) The Bicameral Parliament.

Article II: The State Government

1. The State Government consists of: The Office of The Head of State; The Ten Ministries; The Bicameral Parliament; The High National Court; and The Communion of Press.
2. The Head of State, titled as ''The Founder'', is to be Iakov Xhuglini, who is to serve as The Head of State for life.
3. The Office of The Head of State have the following responsibilities: To act as a de facto 'Ministry of Foreign Affairs'; To submit all State and Local credentials; To oversee the work of The Ten Ministries and The Bicameral Parliament; To review all legislation and policies; To sign into force all passed legislation and policies while informing the public of them; To veto any legislation or policy which endangers the public; To recommend The Head of State in enactment of an Emergency Decree if a situation arises which endangers the public.
4. The Ten Ministries, representing the Executive Branch, have the following responsibilities: To organize themselves and their subsidiaries within their budget; To fulfill the duties of their portfolios; To brief The Bicameral Parliament on a weekly basis; To meet in The Bicameral Parliament and answer all questions posed to them; To serve their term in the name of the State Government and the public.
5. The Bicameral Parliament, representing the Legislative Branch, have the joint responsibilities of Drafting Legislation in the name of the State Government and the public; and to appoint The Ten Ministries in regular procedure as described in this Constitution.

Article III: The freedoms, duties, rights, guarantees and privileges of Viliakmoni citizens

1. Viliakmon recognizes the DUTY of self-armament for it's citizens.
(1a) All citizens who are capable and of adequate age will attend compulsory military service.
(1b) All citizens who are capable will attend compulsory training on firearms.
(1c) All citizens, regardless of their competence, are required to possess firearms, in the name of protecting themselves, their local community and the allied states.

2. Viliakmon recognizes the FREEDOM of education for its' citizens. This freedom is put into force by providing public schooling. This freedom does not oblige citizens to attend provided public schooling.
3. Viliakmon recognizes the RIGHT to enjoy basic public healthcare for its' citizens.
4. Viliakmon recognizes the FREEDOM of ASSOCIATION to its' citizens.
(4a) All associations must be of either lucrative or corporate nature.
(4b) This freedom includes worker associations in the form of labour unions.

5. Viliakmon GUARANTEES THE RIGHT OF PRIVATE PROPERTY to its' citizens, either in the form of goods or capital.
6. Viliakmon recognizes the PRIVILEGE to commit crime by their citizens, following the OMERTA rule. Citizens pledging OMERTA OATH are EXEMPT from the rule of law and thus any and all laws of Viliakmon. Should a citizen break the OMERTA OATH and not receive adequate punishment, they are to permanently lose PRIVILEGE of this Rule and be put to trial for all crimes

Article IV: The Bicameral Parliament

1. The Bicameral Parliament is the regular legislative body on a State level. It consists of 'The Clans' (lower house) and 'The Congress' (upper house).
2. The Parliament is obliged to propose, vote on and enact legislation applied on State level.
3. The Parliament is responsible for appointing, overseeing and holding responsible members of The Ten Ministries for the enforcement of the rule of law and fulfilling their portfolio responsibilities.
4. Extraordinarily, The Parliament can recall members of The Ten Ministries if a rule of no confidence is voted on by 50% of all members in The Congress and 75% of all members in The Clans.

Article V: The Lower House

1. The Clans consist of Local Representatives to The Parliament elected by the local population.
2. Once elected, Representatives act in accordance with both Local and State interests, serving as the main avenue for coordination.
3. The Clans are responsible for discussing and writing proposals of new legislations or amendments to existing ones; producing Draft I which it then passes to The Congress for review.
4. The mandate of a Local Representative is limited to 5 years; there is no limit for how many times one may serve as the Local Representative in their life-time.
5. The Clans answer to the their electors, the Local Governances, The Parliament itself and to The Head of State.
6. Representatives in The Clans must be aged 25-65.
7. The Clans meet at least two times a week, not less than once every fortnight.

Article VI: The Upper House

1. The Congress consist of ''proven people of merit'' across the entire country. They are appointed by The Congress from a candidate ballot provided by the leaving member of Congress.
2. The candidate ballot of the leaving member must include ''proven people of merit'' whose leaving member never had, has nor will have any familial or business ties to.
3. The new member must be approved by The Clans after they've been appointed by the Congress, after which their term begins.
4. The mandate of The Congress member is 10 years.
5. No person can hold mandate in The Congress more than 2 times in their lifetime.
6. Number of members in The Congress is limited to 50.
7. Members of The Congress are responsible for reviewing Draft I received from The Clans, after which The Congress can make Annexes to. The Congress then votes either on keeping Draft I or requesting Draft II. If Draft I is elected, it is sent to The Office of The Head of State for review.
8. If Draft II is requested, it is sent to The Clans who can either vote to approve Draft II or drop the proposal entirely.
9. Members of The Congress must be aged 30-50.

Article VII: Legislative Appointment of the Executive

1. The Clans propose 4 out of 10 appointments to The Ten Ministries, among their members. The proposals shall include multiple candidates in the ballots. This proposal is then passed to The Congress which votes on the candidates on the ballot.
2. The Congress propose 4 out of 10 appointments to The Ten Ministries, among their members. The proposal shall include multiple candidates in the ballots. This proposal is then passed to The Clans which vote on a candidate from the ballot.
3. 2 out of 10 Ministries are appointed by The Head of State and answer only to The Founder:
(3a) The Minister of the Security Agency.
(3b) The Minister of Emergency Matters, ex portfolio.

4. The positions described above are not subject to vote or recall by The Parliament nor other Ministries.


Article VIII: The Ten Ministries

1. The Ten Ministries represent the executive branch of government. As such, it is obliged for enforcing and overseeing the enforcement of laws as well as enacting policies which help them fulfill their portfolio responsibilities efficiently.
(1a) The Ten Ministries are comprised of the following: The Ministry of Armed Forces; The Ministry of the Security Agency; The Ministry of Law Enforcement; The Ministry of Public Health and Safety; The Ministry of Mining and Energy; The Ministry of Infrastructure; The Ministry of Fiscal and Monetary Policy; The Ministry of Education and Information; The Ministry of Legal Matters; The Ministry of Emergency Matters, ex portfolio.

2. The Ten Ministries may, for the sake of the previous paragraph, construct subsidiary bodies.
3. Subsidiary bodies of The Ten Ministries are financed by their own budget and are thus viewed as private entities of the ministry which established them.
4. As such, The Ten Ministries have a limited budget of which they cannot request a view on.
5. The offices of The Ten Ministries are appointed in accordance to Article VII of The Constitution.
6. Not all Ministries are considered equal. The Ministry of the Security Agency is considered the only legally extraconstitutional office in the entire country.
7. The Ministry of Emergency Matters, while existing, may enforce Emergency Decrees outside the limits of the Constitution, upon receiving approval of doing so from The Head of State.
8. The Ministry of Armed Forces, besides usual obligations, is responsible for defending private interests of all Viliakmoni citizens and companies against any outside threat. These interventions must be constructed along with The Ministry of the Security Agency as they shall not be viewed as official acts of the country.

Article IX: The Fiscal and Monetary Policy

1. The Ministry of Fiscal and Monetary Policy shall use any means necessary to enforce laws found in this Article.
2. Viliakmon explicitly prohibits the existence of a central banking system on all levels of governance.
3. The currency officially in use is to be the Silver Coin, each standardized to contain exactly 0.25 grams of the silver sterling element.
4. Private entities registered within Viliakmon may, in trade with one another, use anything except paper currency.
5. The State may receive as legitimate payment; from trade, taxes or other; only the Silver Coin, the silver sterling element or other goods.
6. Private entities registered inside Viliakmon who trade with foreign entities may as legitimate payment receive only the Silver Coin, the silver sterling element or other goods.
7. Private entities registered inside Viliakmon but operating inside foreign countries are exempt from the above 3 clauses.
8. The State may only possess an Associate Treasury; whose contents are accumulated from taxes, trade or other; and whose contents are publicly released annually.
9. Any private bank, registered inside or outside of Viliakmon, is explicitly prohibited from lending more capital than they possess in their own treasuries.
10. Any failure to comply with Article IX, for whatever reason, consequentially has the automatic activation of The State of Emergency.

THE HISTORY OF VILIAKMON AND ITS' LEADER IAKOV XHUGLINI


Iakov Xhuglini Family Background & The Conflicts in Viliakmon (1931-1981)

Iakov Xhuglini was born on 14th of September 1966 in the mountainous city of Prìlÿep. Xhuglini’s ancestral roots come from Trgoviște, a village near Aelbasan, the largest city in Viliakmon. His parents, Adrihan Xhuglini and Stanka Guli, had moved to Prìlÿep during the internal conflicts in Viliakmoni territory (1944-1961).

Originally a geologist, Adrihan was still prosecuted during the Karwatini Clan regime (1957-1981) for his fathers’ cooperation with the Berkshuta Clan during The Total War of Aggression (1931-1944). As such, Adrihan and his family were forced to move from Aelbasan, his personal choice being as far away as possible but still well developed enough for him to get a job and sustain his family. In Prìlÿep, Adrihan worked as a clerk for the Mocioni Clan in the town hall. After the main members of the Karwatini Clan were assassinated by unknown attackers using improvised explosive weapons in 1979, the remaining family members became paranoid. This lead to an en masse execution of all who the Karwatini considered suspicious, including Adrihan, whom they’ve killed in 1980.

Iakov’s mother, Stanka Guli, was the daughter of Konsta Guli, a resistance fighter during The Total War of Aggression (1931-1944). Konsta was part of the Committee For Insurrectionist Revolutionaries, lead by the Naumović Clan. Iakov’s maternal grandfather would lose his life fighting against the Occupying forces in 1943., receiving commemoration from the Committee who continued to operate even after the war had ended. During their exile in Prìlÿep, Stanka went from being a prominent linguist to working as a primary school teacher. It was only after her husbands’ murder that Stanka would choose to disappear from Karwatini Clan’s records, moving back to her own birthplace with her son – the coastal city of Dürrax.

It’s interesting now that one could trace a sudden change in Iakov’s behavior after his fathers’ execution, moving away and enrolling into high school within one year. Comparing testimonies of his primary school peers back in Prìlÿep with those of his teachers and other students during high school in Dürrax. His initial behavior would be described as being ‘Nearly hyperactive, he always had a joyous look on his face, as if his lips naturally curved into a smile. Didn’t study very much and I remember that our teachers would always call him out for being troublesome. We and the other kids would spend most of our time in the forest, just wasting time… He never spoke very much, though I recall that during one of our hang-outs, Iakov had an incident after riding his bike from a very steep hill. We, me and the other kids, we were worried and ran after him. It was a shock that he landed in the bushes without a visible injury.’ During high school and later military service, Iakov was characterized as being ‘introspective’, ‘a terrible student but he always spent a lot of time reading textbooks which weren’t in the curriculum’, ‘having a very focused expression – eyes wide open’, ‘not very memorable conscript, which is, when compared to the usual flock of young soldiers back then, a compliment’.

Iakov Xhuglini's Prominence & The Conflicts in Aelbasan (1981-1996)

Despite his mothers’ worries, Iakov would apply for The University of Aelbasan in 1986. After the Karwatini were finally ousted and their entire lineage killed in blood feuds (1981), Aliakmon had once again fallen into the turmoil of Clan infighting. Aelbasan, still the largest and then still the capital city, remained the primary goal for every Clan and their organization. By the time Iakov had applied for University, the conflict had crystalized between three main Clans: [b]The Bushati from Monasteria, the Armantinsky from Prìlÿep and finally, The Spata from Orchidae
. Iakov ended up being accepted into the University; choosing to major in Sociology, the faculty of which was at the time divided between Spata and Bushati Clan supporters.

It was during the fourth semester when Iakov finally gained public attention. During lectures on the course of ‘Modern Approaches to the Sociology of Cultures’, Iakov interrupted the professor and acussed him of ‘’Brainwashing future scholars by trying to divide our one country among ethnic groups, fronting as a lecture on cultural dif-‘’ the professor tried to ‘interrupt this theatrical performance’ which only caused Iakov to leave his seat, raise his voice and move in such a way as he was holding a speech in front of the other students; ‘’This paid propaganda writer wants us to learn about how we can divide our country even further. We have been paying with blood and tears since 1931. to further deprive ourselves of A UNITED COUNTRY in the interest of a few local chiefs…’’ Iakov calmed down and turned towards the professor ‘’Local chiefs, Clans, fake institutions, who repay us back greatly…by killing entire families, killing children because their three times removed great Granduncle took a parcel of land.’’ There was a quiet snicker among the student crowd at the last phrasing. There was a long silence, the students were alerted and interested. However, Iakov then left the room uttering out a single ‘’Goodbye.’’ to the professor.

The professor really did work in the interests of the Bushati Clan. It was later revealed that he was underqualified for the job but that Emil Bushati, Head of the Sociology Committee, gave him the job after accepting a bribe. Nevertheless, Iakov was sanctioned by the University and forced to suspend his studies no less than four years. Despite rumors of a lawsuit by Emil Bushati against Iakov Xhuglini being under work, the latter chose to remain in Aelbasan until 1988. Having heard of the incident, The Spata Clan became interested in Iakov. During those first two years of suspension, during which Xhuglini was homeless and survived off of petty theft, The Spata Clan gathered information on the young student. They’ve contacted the rivaling Armantinsky to gather information about his life in Prìlÿep, this was a moment where the two Clans entered reconciliation and formed a pact against the Bushati Clan. Furthermore, both The Spata and The Armantinsky travelled to Dürrax. They’ve met up with Iakov’s mother in secret and learned about Iakov’s familial connection to the Berkshuta and Naumović clans, both of which were at this point respected for their resistances during The Total War of Aggression. Dürrax itself was at the time the last neutral territory, where the most prominent Clans were The Vehşi – a ‘nouveaux riche’ family who got into prominence through shipbuilding and trade on the coast and The Xheni – who were an almost ancient family, surviving as generational priests since the 18th century.

Iakov Xhuglini received an invitation from The Xheni Clan to visit Orchidae; they offered him shelter in a local monastery as well as ‘a transfer of your bachelor progress to The Orchidaean University – where you would be placed into the eight semester’. Living in such deprivation for two years, Xhuglini accepted the invitation almost blindly. Completing his Bachelor Degree in 1989., Iakov remained unaware of what has been going on for the past three years concerning him. During his senior year, he published Masters-level studies concerning the state of Viliakmon, commenting on what should be ideally done and what could be done while offering citations. These essays were carefully read by the four Clans which met in Dürrax and had an interest in Iakov. Taking a year-long pause after finishing his senior year before enrolling into Masters, Iakov formed a scholar organization titled ‘The Forum of Free Associates’.


The Rise to Power and the creation of The Associated Clans of Viliakmon:

[b]The First Congress of FFA was held in Orchidae in 1990
. It was attended by his former colleagues from Aelbasan, independent scholars from other cities, most of the University of Orchidae and (under the guise of academics) representatives from The Spata, The Armantinsky, The Vehşi and The Xheni Clans. The representatives reported that ‘’this child you have asked of us to inspect proves to be a convincing speaker and an even better writer, though the structure of this Forum, or what it was intended to be for, is not adequate for any national ambitions’’.

In 1992., finishing his Masters degree, Iakov Xhuglini held The Second Congress of FFA, this time expanding its’ portfolio to include ‘’all peoples of Viliakmon who wish to live as all other nations do’’. The Second Congress, situated this time in Prìlÿep, was attended by a crowd of around 2,000 people. It was after this event that Iakov became officially contacted by all four allied Clans, who offered him substantial payment if ‘’he were to devise a detailed national plan of unification, which could, within no less than 10 years, be actually successful’’.

Prolonging the holding of the next FFA meeting, Iakov Xhuglini began his work on creating the principles and legal framework for what a united Viliakmon should look like. Finally, in 1996., the Third Congress of FFA was held, where The Constitution of The Associated Clans of Viliakmon was presented to attendees. It was met with great admiration from around 10,000 gatherers in a small town of Bayanak near Aelbasan.

Gathering the support of both the people, the four major Clans and local chiefs at the Third Congress; Iakov Xhuglini decided to reject the subsidies offered to him and instead ask for ’The best trained militias of your respectful Clans or their associates to meet me in Ochridae. It has come to my attention now that in order to end all feuds, I myself must have blood on my hands, for the same reason I became known for, 10 years ago…’

On the 15th of September 1996., a day after Xhuglini reached the age of 30, an army of 57,000 soldiers gathered in Ochridae. Having changed his mannerisms over the past 10 years, Iakov chose not to greet them on a platform, but openly, on the field, as equals. He knew this was a risk as he could very well be betrayed but later said ‘’My life has been nothing and would have been nothing either way. If I was to be killed that day, nothing would have changed. If I was to triumph that day, everything would change.’’ Iakov Xhuglini frontlined The Long March (15th September-23rd September) from Orchidae to Aelbasan to face the opposing forces of the Bushati Clan. What was expected to be a bloodbath ended in the murder of the Bushati Clan, whose 35,000 forces from Monasteria, upon first contact with Iakov Xhuglini on the streets of Aelbasan, turned 180 degrees and shot all members of the Bushati Clan.

Iakov Xhuglini was pronounced ‘The Highest Commander of The True United National Army’ by the generals of the now united forces of 92,000 soldiers, in Aelbasan on the 24th of September, 1996. Two years later, during the final Fourth Congress of FFA, on the 19th of November 1998., Iakov Xhuglini became The Head of State of The Associated Clans of Viliakmon, after presenting further general laws and directions which the country should follow in order to finally rebuild itself in peace.

Not much has been known about Viliakmon nor Iakov Xhuglini since 1998. as a foreign policy of total isolation was pursued until the 31st of August 2022. Foreign reports estimate that this isolation was ‘’In the mind of Iakov and the people, necessary to (re)build a country within 24 years, after it has been at war for 65 years’’.

THE ARMED FORCES OF VILIAKMON PART 1: CONSCRIPTION AND GCDP


Background, The Reformation (2001-2013)

The military of Viliakmon was slower to adapt to The Constitution and the state than most other government bodies. Knowing the confrontational culture of Viliakmoni and their tradition of self-armament, Iakov knew from the very beginning in 1993 that the first few clauses in The Constitution would have to rely on obligatory military service and a duty of citizens to be armed.

Article III of the Constitution proved to be fruitful in transitioning what used to be Clan blood feuds into a unified national culture of serving the state as to preserve oneself. Such change was further substantiated by The Ten Ministries officially enacting the policy of ‘General Civilian Defense Protocol’ by 2001., proposed by the Ministry of Armed Forces, a method of civilian control over the military. However, it wasn’t the professional army which threatened Viliakmon but rather a lack of one.

A set of legislations and policies were in order to be enacted and sufficiently enforced, this reformation would take years to complete, lasting officially from 2001-2013., though one could argue that the essence had begun with Article III of The Constitution already, back in 1996.


The Conscription Procedure:

Article III oblige all citizens of all genders to attend military service for three years, initially ‘providing that they are under the age of 27’, though nowadays the conscription is always 18-21 years of age. The mandatory service could be divided into six different periods, each lasting six months and involving different categories.

The first six months of service are delegated to the trope of an boot sergeant who is to discipline the new enrolls through employment of strict timetables and daily duties. An assessment of standardization is conducted during these six months in order to later split the enrolls into different categories, each being tailored generation by generation as a challenge but nevertheless achievable. The first six months of service are conducted near the largest city of Aelbasan, providing newcomers the opportunity to experience and overcome a cultural shock in this diverse setting.

In the next six months, each conscript is assigned a different category with standards of fitness and discipline they must meet at the end of the first year. The programmes vary from free body excercises all the way to conducting weekly marathon runs, depending on the given category. This standardization is set in Monasteria, providing the challenge of an arid, warm climate with warying hill terrain.

Only in the second year does the service introduce firearm training. There is not much difference during the entire second year apart from the routine getting progressively physically more challenging while the firearms used for training go from standard pistols to bolt rifles. Second year is attended in Prilyep, providing very challenging mountainous terrain. Generally, the second year is considered an ‘eliminatory’ phase where two categories of conscripts are formulated for year 3.

The final year introduces ‘Category GCDP’ and ‘Category EFFR’. The former stands for ‘Category of General Civilian Defense Protocol’. Conscripts who fall into this category have at some point expressed alarming distress during the military training – either physical or emotional.

The General Civilian Defence Protocol

Calling upon Article III of the Constitution, GCDP was enacted in 2001. whose main goal at the time was reforming the Clan loyalty and the unregulated gun culture of the Viliakmoni civilians into an organized national approach to defense. Nowadays, the Protocol is known by nearly everyone under the age of ~50. It is now the first line of defense on the borders of Viliakmon, furthermore the GCDP is to be very reliable for use by the Professional Ground Forces if the enemy is to break deep into Viliakmoni territory.

The training of Category for GCDP involves: practices for developing quicker physical reaction times; education for providing first aid to injured people; training involving the use of the Local Emergency Alarm System (LEAS); excercises conducted in the place of residence where that civilian comes from and might live in the future; education and war games involving the use of terrain against enemy invasions; education and war games involving street-to-street urban warfare; survival techniques in the event of food and water shortages and more.

The GCDP may, upon the last 6 months of service, file an application to permanently serve in: the Border Guard of Viliakmon; the Border Watchtower of Viliakmon; The Engineering Military Specialization of Professional Viliakmon Armed Forces; The Medicinal Military Specialization of Professional Viliakmon Armed Forces. These applications are examined by a collective of training officers who have been training the specific troops for three years.

Most of the applications for Border Guard and Border Watchtowers are accepted. Upon approval, these applicants learn the further use of the Local Emergency Alarm System and its’ infrastructural link to the National Emergency Alarm System (NEAS). They are taught alternative ways of launching the NEAS. Furthermore, they are taught how to recognize false alarms. Collectively, the EAS is commanded by the (classified position). Upon the NEAS being declared by the commander of EAS: the Ministry for Emergency Matters is appointed instantly by the Head of State; A nation-wide State of Emergency is declared wherein the Head of State and the Ministry of Emergency Matters guide the population through ‘Emergency Decree(s)’
.
Most of the applications for the Engineering and Medicinal Military Specialization are rejected, though the applicants may file an amendment to the Conscription Leuthenant-Sergeant. This amendment then proceeds to put the applicants through a university-level testing of their knowledge on military engineering and military medicine, whose questionnaire is constructed under the assumption that they have completed Year 1 of Bachelors’ in these areas. If the applicants pass the test, they are immediately accepted.

The Engineering and Medicinal Military Conscripts then enroll into the second year of Bachelors’ Degree for Military Engineering and Military Medicine. Simultaneously, they are sent on practice missions revolving situations where they will be in future needed. Upon completion of the Bachelor’s Degree, the Conscripts become part of the Viliakmoni Armed Forces. They are then assigned, based on their gradings and performance during the practice missions, the specific Military Operation Specialization (MOS) within one of the three conventional military branches (Ground Forces; Maritime Forces or Airforce). They are considered non-combatants during war but are high-value Prisoners of War. The Armed Forces of Viliakmon are well-aware of this.

THE CITIES IN THE ASSOCIATED CLANS OF VILIAKMON

Population Density map

Despite being home to many populated settlements, the ~21 million Viliakmoni citizens concentrate mainly around four major centers. Given the map of development and population density (both adjusted to national, not international standards), a pattern can be noticed. The population either concentrates around the coastline, the river banks or sources of natural resources. The coastline districts are mostly wealthy, some being wealthier than the cities themselves. The wealth is dispersed disproportionally among the riversides districts due to previous history of clan warfare for control of the areas. Districts where natural resources are extracted from and refined retain a mostly proportional wealth-to-population ratio.
Oddities to these rules are mainly the two largest cities of Ochridae and Aelbasan, though their growth will be explained in their respected segments.

Ochridae

Ochridae or Ochridæ /əʊridˈdəeɪ/, is home to 1.2-1.5 million residents, according to the 1998. census. Ochridae is the Capital city of the Associated Clans of Viliakmon, gaining the status in 1998. It sits behind the hillside which divided Viliakmon and Tekarai, being some 20-50km away from the Barkan-Tekarai city of Peil. It has a flat terrain to its' left, though it's less than 5km away from the coast where another settlement was built. Although the settlement is pretty much Ochridaen in every way and it's expected that the srpawl of Ochridae will soon reach the port-settlement, they are still considered separate. To its' north lies the river of Zlartë, whose tide begins slowing down to create meadows as it enters the flat terrain and widening its' river banks. Finally Orchidae's east is a hill terrain that soon turns into an arid steppeland, even into a desert at some point. However, it is through this road that Ochridae is directly connected to Passan, the capital of Barkan-Tekarai.

From all this, you can gather that Ochridae's history is rich as a settlement. The geographical protections and proximity to the coast was a natural choice for people to settle in after the Nomadic period in Viliakmoni territories ended. However, despite the geographical protections, Ochridae was protected by thick, long walls upon its' inception. This didn't allow the city to grow much and the local chiefs rarely accepted incoming peasants; raiders quickly gave up trying to take it over; travelling merchants were annoyed at how closed off the city was. This lead to the same exact settlements being built around Ochridae, each having walls around it. It's believed that by 1900, "Ochridae" had a population of 5,000 people, while the entire Ochridae had a population of ~350,000 residents.

Finally, after the Total War of Aggression was over in 1944, Ochridae chose to actually unite into a single city. A lot of refugees from other parts of Viliakmon came to Ochridae due to its' reputation of security. During the Great War in Pacific, Ochridae grew even larger as refugees and asylum seekers from Tekarai came into the city to populate it. Although part of the city remains its' ancient-medieval vibe, most of Ochridae was built in the style of brutalism of the 20th century. The local chiefs made sure to create wide boulevards, tram lines and high residential buildings both standardized but different from each other. It was required until very recently (2018) that each residential or commercial area built in Ochridae also have at least 2 green blocks surrounding it - be it of trees, parks or grass.

Iakov Xhuglini wanted to move the capital from Aelbasan to Ochridae, this was done as he saw that a sprawl-city such as Ochridae which has many distinct districts in it, wide streets, ancient fortresses and a lot of parks was a strategically better Capital than Aelbasan. In order to accommodate Ochridae into the Capital, he had to construct official, national government buildings and large residential areas for incoming foreign officials. This enormous project began in 1998 already, the new district being named "State Square", representing the amount of nationally important architecture present in one area. These constructions were monumental in size - an average person nearly feels existential dread when he stands in front of say, the Bicameral Parliament, almost as if done on purpose. The size of residential "hotels" made to host foreign officials were made exaclt x1.5 bigger than the national ones, subconsciously telling any foreign official how miniscule they are now to Viliakmon as a whole. All of the buildings, including the flooring, used white marble. During summer, residents are warned that they need to wear sunglasses if they were going to be crossing State Square.


Aelbasan

Aelbasan /aɪˈfɪibɑsʌn/, is the largest city in Viliakmon, sitting almost in diagonal opposite of Ochridae, which is fitting given that its' history and design are also contrary to one another. It's home to ~2.8 million residents according to 1998. census. Most of Aelbasan was made very recently, as it wasn't the state Capital until the Karwatini post-war era, gaining the status in 1956. Before that, Viliakmon didn't have an official Capital city, though Durrax was considered the most vital one. Karwatini chose Aelbasan as it was a settlement they've controlled since the Total War of Aggression started. Instead of opting for one of the riverside settlements, Karwatinis believed that Aelbasan's slope (as it is built on a hillside) and location of it being next to F.R.L. and the rivers of Senjo but across the high mountains from each would be preferable.

It was almost artificially constructed, companies which operated on the river banks were forced to move their production into Aelbasan, bringing with it workers. Karwatinis wanted a "modern business center", contrasting the old architecture which is still present in Durrax. Eventually, people did start settling into Aelbasan, mainly because it was mandatory that all commercial non-resource companies set their production there.
The two things which do give Aelbasan an upper hand is the fact that it's home to "one of the most esteemed Universities in South and West Cordilia", dating back to 600 C.E., which explains Iakov's choice of high education enrollment. The other thing is that the population, despite this architecture, are mainly working class people of the companies which were forced to settle here. The Aelbasani people are more hospitable than the Ochridaens, whose history made them very wary of strangers. Despite housing many lower-class residents, Aelbasan is far from Viliakmon's center of organized crime. That would be Prilyep.

Durrax

Durrax or Dürrax /ðjurɑreks/, the third largest city and the busiest port of the West Cordilian Ocean, was believed to be the de facto Capital city of Viliakmon, with many still believing that it pretty much is. By 1998 estimates, the port-city has a population of around 1 million, though it's believed to have grown much larger. Archeologists and anthropologists are in agreement that Durrax was the first permanent settlement in Viliakmon, going back to ~100 B.C.E., almost a millennia before the nomadic culture of other Viliakmonis would come to end. It's built around an indent into the sea, where the river of Halakhaos flows into West Cordilian Ocean. It's because of this maritime connection that Durraxi were the most unaccepting of Abrahamic religions, today still retaining a very strong belief in The Primordial God of Chaos. An ancient port city, it grew to be one of the richest locations in Cordilia, as for a long time there would be no safe place for ships to dock into - from the Sea of Frost all the way across the western shore of the continent to the Gulf of Good Omen. This made even pirates passive towards it, as they were accepted into the port, exhausted from the journey. Trade naturally grew between various peoples who would use the Durraxi docks; eventually leading to the local chiefs mandating that each trade agreement had to give 10% of its' total value worth to the city. Combined with the docking costs, this gave the local chiefs enough finances to further expand the docks and the residential area.

The architecture of the city was kept restricted to low-height housing. Eventually, the local chiefs would employ a width-housing tax as well, in order to avoid making a sprawl. Houses would then be connected to one another, medium in height and very thin in width. Another restriction was imposed in 1700s, where the city underwent a renovation project. Each set of these housing blocks would need to choose a complementary pallet for each house and have their facade repainted. Despite the population, all of these projects lead to Durrax being small in size, especially when compared to Aelbasan or Ochridae. The docking areas take up 30-40% of the city size,
Being called a "free city" during this entire era until 1944, Durrax tolerated the practice of alchemy. Although not famous for any particular University, it is famous for having the Academy of Chemistry and Pharmaceuticals. Further inland, an industrial area was constructed involving research and production of these substances, dubbed "The Free Institute for Biochemical Research". Despite being almost 30 km away from the actual city, it's considered part of Durrax by district standards. Another development from the 19th century onwards was the construction of maritime military bases for Viliakmon as a nation. Today, Durrax houses military naval engineering facilities as well as their maritime bases - these facilities were also moved further away from the city as to not ruin the already growing tourism of Durrax - some 10km north.

Prilyep

Prilyep or Prïlÿep /priˈljɑrˈep/, a mountainous fortress and probably the most ethnolinguistically homogenous city in Viliakmon where the Breggoderians are concentrated in, houses just under a million population by 1998. standards but researchers are SURE of the city massively growing since then. You see, when the 1998 Constitution was adopted, the "Omerta Rule" in Article III which allows crime, it was first tested in the Interregnum period 1996-1998 in Prilyep. This short time of testing made the mountainous City the center of Viliakmon's underground crime network.
Initially, this city grew because it was the source of the Halakhaos river, rich in gold and silver resources, soon to be found coal which is still exploited and refined to this day. Prilyep's bad criminal reputation actually helps it - a lot of migrants avoid it which makes the employment in the resource extraction and mining an easy task. It's a weird mixture - where it has 0.25-0.5% unemployment rate while also suffering from a lot of criminal deaths.

the mountainous monasteries
To top off all of these varieties in one City, it has a very rich history as a settlement. Despite the mountainous clans being the last to accept settlement, the terrain of Prilyep made it a perfect spot for monasteries to be built, overlooking the city. Even today, these monasteries require climbing to be reached, making Prilyep, very surprisingly, a tourist attraction for mountaineers. On these mountainous hills, the air is actually clean from all the pollution of coal and illicit goods production. Eventually, the 8 mountainous monasteries connected into a Brotherhood. These monasteries, despite requiring incredible physical effort to climb onto, have the strictest rules for initiation. For example, one must reside on these steep slopes for an entire year, surviving off of the land while having no right to talk with anyone, including others who are on trial for initiation. On year 2, the candidates may finally cooperate and talk to each other, surviving together but still off of the land. Only on year 3 does the monastery partially accept them - giving them the right to live in only one huge department of the monastery but placing them under the monastic timetable. On year 4, they may finally visit the entire monastery and speak to other monks. The initiation is complete on year 5.
What makes these desirable are their remote location as well as the fact that they are home to one of the most extensive libraries in the entire Southwest Cordilian region. These libraries do not only contain holy texts, but archives of events, various ponderings, academic works of monks as well as scientific research papers. With all this in mind, it would be an understatement to say that Prilyep and Durrax are very well connected infrastructurally, despite the difference in beliefs, values and mentalities.
