Executive Policy on Psychotropic Substances

1. Defines “Psychotropic Substance” as any material, precursor or derivative which produce change in neurochemical balances which would otherwise not occur.
   
2. Further categorizes “Psychotropic Substances” into 10 categories.
   
3. Category 1: Cohiba leaves in any form; Antipsychotic Medication Generation 2; Antidepressant Medication Type SSRI; Antidepressant Medication Type SNRI.
   
4. Category 2: Ethylomead; Psykybric Fungi; LSH; Rurerali leaves in any form; Ampow Medication.
   
5. Category 3: Antipsychotic Medication Generation 1; Licod leaf & alkaloid derivatives of; Benzene Ring & derivatives of; Thyroid Medication; Hormonal Medication.
   
6. Category 4: Antidepressant Medication Type TCA & TCAA; Antidepressant Medication Type MAOI; Diazom & other Relaxants.
   
7. Category 5: Shard methylphenimine; LAD.
   
8. Category 6: Barbom, Z-Ton & other Sleeping agents; Milk of the Pop.
   
9. Category 7: Derivatives from Milk of the Pop.
   
10. Hereby declares the use of all Categories legal under Viliakmoni law and territory.
    
11. Hereby declares the possession of Category 3 and Category 4 be restricted to doctor’s notice.
    
12. Hereby declares monopoly of the MSA on the production and distribution of Category 5.
    
13. Hereby declares Category 6 be restricted to groups under the age of 30.
    
14. Hereby declares “free enterprise” of Category 7 in production and distribution.
    
15. Hereby explicitly bans Trusts, Cartels or any similar cooperation inside Category 1 and Category 2.

DECREE #6: AMENDING POLICY OVR/98/015/2011


Reasoning:”Rule 12 has a loophole in relation to Article III of the Constitution. Namely, the Omerta in Article III cannot be followed by criminal organizations who wish to produce annd distribute shard methylphenimine and LAD without cooperating with the MSA. Cooperation with government officials breaks the Omerta Oath.” –Office of the Head of State.

Decree On Psychotropic Substances (OVR/98/D6/2022)

-“Psychothropic Substance” is any type of drug which produces neurochemical changes.

-Category 1 includes those drugs used in medicine to help people suffering from neuropathic Disorders, disorders related to Alzheimers’ or Dementia, Disorders linked to Psychosis and Neurosis or other Personality Disorders which require pharmaceutical treatment.
-The use and posession of Category 1 drugs is regulated by medicinal assessment.
-The production of Category 1 drugs is to be in the private sector; the products are to be examined by a specific Committee issued by the Ministry of Public Health and Safety.
-Furthermore, the Committee is to publish standards and regulations relating to Category 1 which the producers must follow.
-The distribution of Category 1 drugs is to be handled by pharmaceutical companies.

-Category 2 includes those drugs typically not used in medicine but for recreational purpose.
-The use and posession of Category 2 drugs is legal within the borders of Viliakmon.
-The production and distribution of Category 2 drugs must not be subject of cooperation between otherwise unrelated criminal organizations.
-The distribution of Category 2 drugs must be visible and obvious.
-These clauses apply only within the borders of Viliakmon, the Viliakmoni citizens abroad are encouraged to follow the laws of their currently residing country.
