[DISCUSSION] [2233.CN] Nomination of Moon to the Legislator Committee

My fellow South Pacificans,

Following consultation with the Legislator Committee, the Cabinet of the South Pacific is pleased to nominate @Moon to the committee, pursuant to Article 1, Section 2 of the Legislator Committee Act.

We believe that Moon will make a sound addition to the Legislator Committee, especially upon consideration of their credentials. In June 2021, Moon was elected to serve as the minister of media. In the previous term, Moon first served as the minister of defense before winning a special election to succeed HumanSanity as the prime minister of the South Pacific. Just last month, this Assembly confirmed Moon's nomination to the General Corps in a 30–0 vote.

As of now, the Legislator Committee operates with a legal minimum of three appointments, and bringing a fourth into the committee will help reduce the workload and provide for more efficient processing of legislator applications.

The Cabinet has full faith and confidence in Moon to serve as a member of the Legislator Committee and exercise their newfound powers responsibly. If any legislator has any comments, questions, or concerns, we are always willing to respond.

What, in general, might lead you to believe that an applicant is seeking membership "in bad faith" and to reject the applicant under 2(1)a of the Legislator Committee Act?

How much time are you intending and able to allocate to Legislator Committee work? Under what conditions will you resign from the Legislator Committee if unable to put forth that amount of time?

While I'm a bit unexperienced in these sort of things and that the exact criterias are inevitably going to change due to the dynamic nature of the political landscape we find ourselves in, I'll be focusing particularly on affiliations, both current and previous. While the logic behind checking where an applicant is involved in at the moment is transparent (for an obvious example, I obviously would be very skeptical of granting a member of LWU or BoM Legislatorship if they hypothetically apply), it gets a bit muddy once we consider examining their past allegiances too. Personally, I think that LegComm should look at someone's past ties as critically as their present ones before taking a decision about their admittance, especially the time periods they were active in if they have a previous history with GP. TSP's relation with the regions they were involved with during that time, as well as their role in maintaining that diplomatic status quo should also be carefully considered and weighed against their recently professed views before coming to a final conclusion about their application.

This also extends to those who have subverted or tried to subvert our treaty partners as well; for a hypothetical example, I'll be very disinclined to trust someone's intention to engage with our community in good faith if they've couped an ally of ours relatively recently, and would be skeptical to accept their application for an indefinite period of time, depending on the context.

My current RL schedule allows me spend roughly two to three hours behind NS on a daily basis on weekdays, and four to five hours on weekends. I currently hold no other offices elsewhere except in Refugia (as the Councillor of Foreign Affairs), which takes a very relaxed approach towards NS in general. My only other position with frequent work load is here, as a General of the SPSF, which is both similar to what LegComm is tasked with (regularly checking/processing new appliations) and easy to adjust into my standing routine.

Based on my understanding of what LegComm does, I expect to devote around one to two hours every week checking for new Legislator applications, marking the ones that haven't being handled by another LegComm member, processing them, discussing with other LegComm members about certain applications and reaching out to applicants in case additional information is required.

I'll voluntarily resign from LegComm if I'm no longer able to dedicate that required amount of time to the responsibilities tasked upon me for an extended period, and will assist the Cabinet and LegComm in finding a suitable replacement if one is required.

I see no issue with this. Emonea was put in havoc as PM and made it...alive, somehow. To my knowledge, he's one of officials that's always acted either respectfully or ignored confrontation. He has enough experience to recognize attempts of "secret coup" applicants. Despite his RL schedule, that is subject to change, nothing seems to be a problem for me.

As now this is at vote in the Assembly, I highly recommend that all Legislators vote "aye" on the matter. @Moon is a trusted community leader, whether that is proven in their service as Prime Minister after the resignation of HumanSanity, or as a South Pacific Special Forces Commander and General, and OWL Senior Staffer, and most importantly (for this specific position), a Legislator. Once again, I highly suggest all Legislator vote "aye" on the nomination of Moon to the Legislator Committee.
