First Assignment
#31

If I read correctly, you want me to finish the list of Secretaries/Ministers of Intelligence?

(By the way, for your Chief Justice list, the first one as HEM, who also served as the last Minister of Justice. You want to check the changes made during the 2013 Great Council.)

No, Feirmont is doing that one, I wanted you to finish up Secretary of Defense.

#33

See, I didn't read correctly. Tounge

Alright, I'll be doing that. Can I still write about the change from Secretaries to Ministers?

Of course you can, I think I'll try and figure out the transition from Departments to Ministries as well. While I'm at it, I'll take note of the various holes in election periods before I try and bring in more people. I've got a few in mind based on activity in the Assembly and whether or not they hold office.

You guys sure were busy!

I'm all finished a draft of the list for Intelligence. Where would you like it?

Make a thread like I did the others. I've been posting in blue font to suit those who use the dark theme since the font doesn't go well with the background. Keep in mind you'll have to press the Preview Post button to see the changes because it tends to reformat posts when adding color for some reason.

Quote:Article 23 - Responsibilities of the Vice President
1. The Vice President shall carry out all duties of the Delegate in the absence of the Delegate.
2. The Vice President shall moderate and submit all regional suggestions and amendments to the Charter, which are not to be codified in the Code of Laws, to the Cabinet and Delegate for approval, and then to the nations of the South Pacific for a vote as outlined elsewhere.

Should we consider this a past version of Vice Delegate?

What we probably should do is contact both Tsu and Fudgie, and ask if they could explain a bit about how the role was, compared to the current VD. I say Fudgie, because I know she was VP at some point. Tsu, I'm not sure, but he is our oldest remaining citizen, so he probably remembers.

Keep in mind that while some positions were created by combining the responsibilities of other positions, we should also consider the possibility that a position might be created by dividing responsibilities as well. Remember, CoA didn't exist in the VP/PM days. I'd like to hold off on consulting some older members of the region and instead focus on the foundation of the CoA. If my theory is correct, we'll find some legislation passed by the Assembly that proves this.

I'm also having trouble placing the Ministry of the Region in comparison to any other Ministries.

Quote:Article 24 - Responsibilities and authority of the Department of the Region
1. The Department of the Region shall work to maintain, protect and preserve protect the freedom, prosperity, security, and well being of our region as a whole and its individual states.
2. This department shall work for the betterment of the region through seeking stability and all that is fair and good.

It sounds a lot like the Department of Defense, Ministry of the Army and maybe the CSS too. It's so incredibly vague it's very existence seems redundant given the other departments/ministries that existed alongside it.

Okay, for some unknown reason no elections were held between December 3, 2008 and March 31, 2010. I've asked Tsu because he was around at that time and I've also asked Fudgetopia because she was voted Craziest Person on December 3, 2008, which was the last elections held in fifteen months.

Okay, it seems the Secretary/Minister of the Region was the CoA before CoA became a its own position.

The Charter 2004 Wrote:Article 23.2
The Vice President shall moderate and submit all regional suggestions and amendments to the Charter, which are not to be codified in the Code of Laws, to the Cabinet and Delegate for approval, and then to the nations of the South Pacific for a vote as outlined elsewhere.

The Charter 2006 Wrote:Article 6.3
The Minister of the Region will act as Chair of the Assembly. The Chair of the Assembly is responsible for the administration of all aspects of the drafting, debate, and passage of laws.

Does anyone have any objections to treating Secretary/Minister of the Region as a past version of Chair of the Assembly?

Other Charters had a different description for the MoR. I suggest taking a closer look at the evolution of the MoR throughout the years.

Edit: unless the description changed after the CoA position was created. When was the CoA created?
