Bicameral-ness take 2
#21

I had expressed support for this as a compromise position to get what I supported most (a chamber for the RMB) but the more this debate continues to show the difficulty in achieving common ground then the more I'm inclined to prefer the previous proposal. That being said, I do think the provisions contained in respect of treaties and war declarations in this second proposal are worth keeping.

What if we kept creation of legislation and voting within the Assembly, but gave all nations in TSP an opportunity to look at the new legislation, whatever it might be, and have input in the aftermath.

Say that a law gets passed within the Assembly. It is then announced on the main site, with an invitation to all nations to look at it. Also have a poll set up here that all nations are invited and encouraged to participate in, which is just a simple yes or no as to whether or not they support the newly passed law. If some majority percent of people - I don't know, 75%? - who take the poll believe that the law should be reheard, the assembly, guided by the cabinet, will oblige and reconsider the law for a limited amount of time. The percentage is high enough that most laws or changes wont end up being reconsidered, right? And if 75% of the population dislikes something, then a government should be responsive to that anyway.

If after reconsideration Assembly still thinks it's the best way to go, then it's final and that's it. So everyone has a say, but power to make a rule still stays within manageable and reasonable boundaries.

Clearly this doesn't cover all bases, but this way nations feel more involved, are actively enticed to visit the forums, but everything is still being regulated by the assembly without fear of some sort of collapse into chaos.

This would also be a nudge for nations who are curious to get involved and those nations who couldn't care less still won't ruin everything.

Tsu's messages every now and then to all of TSP are the only contact most nations get from the government. Encourage those who want to have an opinion to voice it. Then, if they test out the waters and find they want to swim, they can become a citizen and join government.
Turtles all the way down.

I wouldn't be opposed to this.  Maybe we can incorporate something along these lines with the RMB-liaison proposal?

I've kind of lost track of all the ideas that have been proposed, but if anyone needs a position filled, I'll do it! Smile
