We're considering it but your nation's standards are ridiculous and the only way it can be taken seriously is to assume falsehoods or lowered education standards.

I'm an engineering student. I've taken advanced classes most of my life, and I've gotten good grades in all of them. I've never skipped a grade, and by the time I've graduated and completed the requirements to become an engineer I'll be past 25. Even then I probably won't even get a master's degree, let alone a doctorate, simply because I currently don't need it nor can I afford to even with a summer job.

Closer to your standards would be a friend of mine from school. Even with my school's advanced program he was still undoubtedly the top student in our grade. He knows at least 3 languages, will likely get a doctorate, and was getting 100% grades in university. But he never skipped a grade. His entire life revolved around school and studying with little time for anything else. Unfortunately for him that meant school was all he really knows, and so far all it's earned him is a life of stress and depression.

There's a few things you miss here:
1. Someone has to do the low training work. Be it students or drop-outs, someone has to do the lower paying jobs and in your nation that means two doctorates gets you a janitor job.
2. Not everyone needs a doctorate. Most people couldn't do a doctorate, but most of them don't need to. Most university graduates can't be successful with only a bachelor's degree. And people underestimate the value of "lesser" institutions like colleges or simply apprenticeships. They may not give the same qualifications but they give important ones.

Would it help if I told you that Regula Rationalis is not really like a requirement of citizenry and residency. But rather, it is like a national bucket list that everyone agreed to.

I was inspired by the movie, the bucket list. Morgan Freeman's character had said earlier in the movie that when he was young, he made a bucket list. It's filled with things like:

1. Make a million dollars.
2. Learn how to ski
3. Make a multi-million dollar company
4. Own an early 20th century duesenberg
5. etc.

This inspired me to make somesort of a national bucket-list. It's like the list of things people do before they die, and everyone agreed that before they die, they would die intelligent and skilled.

Our educational system is not lowered, on the contrary, it is incredibly high, with students expected to completely master a single topic of a subject and master it until the need for it arises (Be adept in 2D shapes, so that there is little to no need of re-learning it when students learn 3D shapes). I just think that some subjects like Geometry and Quadratic Equations, those that have been learnt in early middle school, was repeated, just in a slightly higher calibre. I just thought that why do we need to repeat several subjects, when we can master them on one grade, and not re-introduce it again, unless the need for it arises. (E.g: Quadratic equations are re-introduced in making parabola graphs. Or Acids and Bases are re-introduced in Buffer and Saline)

I believe that it'll save many time, and you could probably end up with a couple of months that can be used to learn more things that interests you.

..... Perhaps I would need to discuss this with my board of council, which would then be debated in the forum. Give me a month (About one night RL) and we'll come to you of our decision.

I ask all members of the SCO to wait patiently as the decision has been reached, and respect the outcome of this decision (Which would be decided by dice). No matter how ludicrous they may be. That is all Hammerstar asks.
