So just to clarify, you believe that somebody who has not participated in the Armed forces of the region has the right to be consulted on how it is run and deployed, but that somebody who has not participated in the forum of the region has no right to be similarly consulted?
Which is it? Is the right to be consulted dependent on participation or not?
