There should be a black "Post Thread" on the top and bottom right. You have the same masking as Dali, so you must have access to post.

I don't know. I'll just show you what I get. Here's what I see on that forum:

And when I try to enter in the new topic link for that forum, I get the following error page:

Dali asked on IRC if he could be remasked; he no longer needs the appeal masking.
