The Committee for State Security has reviewed the history of the group known as The Empire, and has reached the conclusion that this group of players poses a significant threat to the security of the Coalition and meets the definition of ‘hostile’ for the purposes of Section 7.1 of the Code of Laws.

The Empire is a loose affiliation of several players who, by their own admission, believe it is their right to manipulate a region into giving them power and overthrowing the legal government regime. They justify their actions by claiming that the targeted region is inactive and they are doing a favor by creating activity through a coup. These statements have been made in printed and audio interviews, most recently:

The following regions have been victims of The Empire as a group or as individuals: The East Pacific, Osiris, The North Pacific, The West Pacific, and The Rejected Realms. The Empire notoriously coup'd The East Pacific several years ago, and was responsible for a destabilizing short-term coup in Osiris. Additionally, several members were accomplices in the Devonitians coup in TSP.

The arrival of Neenee, a prominent member of The Empire who is often described as their first line of attack, raised a major red flag. Since then, the citizenship applications of Neenee and Dali have been denied, those denials upheld by the Assembly, and denied a second time. There is a clear intention by these Empire members to enter the region, despite clear indications that they are not welcome by a large majority. Still, they remain active in the region's affiliated IRC channel and have not rescinded their ambitions towards full citizenship. Because of this, they remain an active threat that the CSS must take seriously.

The CSS has identified the following players as core members of The Empire, based on game history: Neenee, Dali, Biyah, Whamabama, and Neo Kervoskia.

For purposes of the law, The Empire’s presence in the Devonitians coup specifically satisfies Article 7.2.1, by having been ‘actively involved and complicit in an attempt, successful or otherwise, to illegally overthrow the legitimate government of The South Pacific.’
