The following is a proposal to amend the Charter. Voting will remain open for five days and requires 75% support to pass.
This proposal creates a citizenship council in charge of managing citizenship and amends Citizenship law. The debate can be found

Quote:Section 2 - Acceptance and Removal
1. Citizenship applications will be reviewed by the Citizenship Council.
2. Applicants may not use a proxy, may not attempt to avoid a forum ban, may not apply for Citizenship with multiple nations. In the event that an applicant is found to be in violation of any of the above their application will be denied and not subject to an appeal.
3. The Citizenship Council will decide whether to admit or deny the application. In the event that an applicant is denied the reason for denial must be disclosed by the Citizenship Council. The applicant may appeal their denial to the Assembly which may reverse the denial by a 75% majority vote in favor.
4. If a Citizen no longer has a resident nation their citizenship will be removed by the Citizenship Council during the next monthly check.
5. The Cabinet may remove Citizenship from a nation who is found to be a Security Threat, preferably upon the recommendation of the Committee for State Security. Citizens removed for being a Security Threat may appeal their removal to the Assembly which may reverse the removal by a 75% majority vote in favor.
6. The CSS may, on behalf of the Citizenship Council, undertake an investigation into nations who have been denied citizenship or declared a security risk and report their finding to the Assembly.
7. Citizens will be removed for not accumulating 2 posts per month. The Citizenship Council will perform an activity check during the first week of each month and determine who did not meet the activity requirement in the previous calendar month. Citizens may be awarded a Leave of Absence from the Citizenship Council in which case this requirement will be lifted for the duration of the leave.
Section 3 - Citizenship Council
1. The Citizenship Council will be comprised of 3 citizens.
2. 1 member will be appointed by the Delegate, 1 member from the Committee for State Security will be appointed by said Committee, and 1 will be a member of the Forum Administration Staff appointed by said Administration Staff. All members must be approved by a 50%+1 majority vote of the Assembly in favor.
3. Members of the Citizenship Council serve for a one year period unless they resign, are recalled, and/or they no longer hold Citizenship. Each year members of the Council may be changed following the appointment process as outlined.
4. The Citizenship Council is responsible for maintaining a publicly accessible list of all Citizens.

2. Upon review the applicant may be either conditionally approved or denied by the Vice Delegate.

Upon the applicant being conditionally approved the forum administration staff will conduct a security check to ensure the applicant is not using a proxy, is not trying to avoid a forum ban, and is not a citizen using a different nation. In the event that an applicant is found to be using a proxy, attempting to avoid a forum ban, or applying for citizenship on multiple nations their application will be denied and not subject to appeal.
4. Citizenship applications submitted during election periods will not be processed. In the event that a citizenship application has been submitted prior to the election but not yet processed, the current Vice Delegate may process the application during the election period.

10. If the Vice Delegate position is vacant, the Cabinet may designate a member to perform the above duties.
