The Southern Council debating Resolution 002

Sovranon, Sovonor - There was a diplomatic breakthrough on Thursday when Ryccia agreed to the conditions set out in Resolution 002 of the Southern Cooperation Organisation. This follows weeks of high tensions and clashes between those supporting Ryccia and those who claim its instability is a threat to international security. While Qvait had already proposed a Six-Party Talks mechanism four days ago, those negotiations fell apart after the refusal of Farengeto, Sporaltryus and Awesomiasa to attend, arguing a lack of serious organisation and accusing Qvait of only seeking protection for Ryccia.

Two days ago Kringalia proposed Resolution 002 before the Southern Council, which provided for negotiations between Ryccia, Awesomiasa, Kringalia, Farengeto and Sporaltryus aimed at reducing the former's nuclear arsenal and ensuring long-term stability for its population. In a supervisory capacity would be an International Oversight Commission, tasked with overseeing Ryccian compliance with the negotiations. While this was initially opposed by Ryccia, it eventually endorsed the negotiations following the addition of Rebeltopia as a neutral party. Reactions from other nations were positive, with states such as Qvait and Hammerstar closing their embassies and Ryccia, in adherence with the recommendations in the resolution. With its high degree of support, Resolution 002 is expected to pass.

How did the crisis begin?

Relations between the Southern Cooperation Organisation and Ryccia have historically been frosty. When the Organisation opened itself to accession applications, Ryccia has criticised by several of its members for not guaranteeing the right to diplomatic immunity, something that resulted in the rejection of its accession. Later Ryccia was severely criticised due to its brutal military operations and severe human rights violations, resulting in the overthrow of Dave Isvou as Prime Minister and the passing of several domestic reforms.

Tensions were again exhacerbated when both Ryccia and Laiwan applied for membership in the Southern Cooperation Organisation. During the accession debate at the Southern Council, Farengeto prominently questioned the credibility of both applicants and wondered whether they truly met the requirements for membership. Both were refused, the efforts of their ally Qvait notwithstanding. Following the rejection, Ryccia and Qvait attempted to negotiate with Sporaltryus and Farengeto, but were refused, as was seen in the Six-Party Talks at Daheim. Sporaltryus subsequently began closing its embassies with any nation having diplomatic relations with Ryccia.

A Comprehensive Immigration Framework: Idea and Implications

On May 31, the Awesomiasan Permanent Representative to the Southern Cooperation Organisation (SCO), Simon Harawira, proposed a Comprehensive Immigration Framework, aimed at combating transnational crime and setting guidelines for the processing of refugees amongst member nations. The framework also seeks to expand the Common Travel Area, first initiated between Awesomiasa and Kringalia prior to the establishment of the SCO, allowing visa-free access amongst SCO member nations.

The motivations behind the drafting of this framework arose from a recent incident in Awesomiasa, where several Ryccian nationals had attempted to gain entry using forged identification documents. During investigations, it was discovered that these Ryccian nationals merely wanted to seek asylum, but did not have the proper documentation to do so, thus resorting to such alternative means. In the words of Permanent Representative Harawira, the incident "highlights the plight of asylum seekers, and the journey and risks that they undertake in search of a better future".

While the establishment of a Common Travel Area seeks to increase mobility amongst the people across the various member nations by eliminating the need for visas, it is expected that those wishing to travel abroad must complete a Pre-Arrival Travel Notification (PATN) to determine their admissibility into other nations. The PATN system will be a joint initiative under the Immigration Enforcement Working Group, a meeting of immigration officials from the various member nations to discuss the policies to combat immigration-related crime as well as transnational crimes, for which a separate SCO-wide criminal database will be set up. Due to the non-contiguous nature of the member nations, border checks cannot be eliminated entirely, but will be simplified, by means of automated passport checks and other technologies. A spokesperson for Border Services Awesomiasa has confirmed that "We are working closely with our fellow SCO counterparts to ensure that the mechanisms that are put in place under the immigration framework are industry and legally compliant, and standardised across all nations, to simplify entry procedures for travellers".

The other major aspect that the framework focuses on is that of the processing of refugees. "With all the spin in the news media about how refugees bring about increase in crime rates and social issues, it is unsurprising that most people will be against policies that provide greater assistance to these refugees. It is important, at the end of the day, to remember that these refugees are also people, and as such should be treated humanely" says Prof Gillian Triggs, Awesomiasa's Commissioner for Human Rights. Under the provisions of the framework, each country must have a minimum and maximum quota for the number of refugees they can accept, which has sparked discontent amongst some nations, stating that they do not wish to accept refugees, due to the economic strain that would bring about, as well as expressing a desire to maintain the homogenous nature of their people. To this, Permanent Representative Harawira remarked "This is a common responsibility of all SCO nations, one that we must all shoulder", highlighting at the same time that an SCO-backed aid organisation should be established to prevent a massive exodus of refugees.

Theron, Resentine Kingdom - In the midst of the Ryccian Crisis, Darkstrait and the Resentine Kingdom have achieved a diplomatic victory by signing a Treaty of Friendship, Cooperation and Mutual Defence. The agreement enshrines an alliance between the two nations, ensures that neither shall attack the other and commits both to help each other in cases of external attacks. With Darkstrait a member of the Southern Socialist Union and the Resentine Kingdom a member of the Southern Cooperation Organisation, this treaty signals an approach between the members of both international organisations. There have already been informal talks about greater cooperation between both and even a formal agreement, though no concrete measures have been taken so far.

Treasure Island Report spoke with Arch-Chancellor Ridcully of Darkstrait, who expressed his pleasure over the signature of the treaty, particularly given recent international crises, and was "proud to say that we have Resentine's back, no matter what may happen". Foreign Minister Ramius of the Resentine Kingdom shared that sentiment and assured that "this is just the beginning of a great friendship between our two nations".

In 168 hours the Court of the Southern Socialist Union (SSU) will have decided whether to uphold or override the removal of Laiwan as member. This comes as a result of an apparent campaign by Sporaltryus to isolate both Ryccia and Laiwan from the international community, following its proposal of the Castietyan Pact at the Southern Council and its recent decision to close embassies with any nation having diplomatic relations with Ryccia. Sporaltryus argues that Laiwan has not shown true commitment to both stability and socialism, as mandated by the Socialist Papers, and gave as an example alliance between Laiwan and Ryccia, despite recent skirmishes in their border.

It is unclear whether Sporaltryus has the authority to remove a member, even if the same fails to keep the membership requirements. In response, Ubesii recommended taking the matter to the SSU Court. Neither Bruuma nor Bonaugure have expressed opinions for or against the removal, though Darkstrait is a staunch defender of both Ryccia and Laiwan, and is presumed to be voting against the removal, once the trial comes to an end.

As an ally of Ryccia, Laiwan has received some of the backlash from the Ryccian Crisis. There have been some calls, namely from Awesomiasa and Sporaltryus, to include Laiwan under the scope of Resolution 002. However, some argue that Laiwan is not a threat to international security. Sporaltryus suggested forcing it to initiate sanctions on Ryccia, but Darkstrait has in turn argued that the Laiwanese economy would suffer greatly with sanctions, given its dependence on trade with Ryccia.

"It is the number one goal of this administration, in terms of foreign policy, to get Ryccia into the Southern Cooperation Organisation." After being inaugurated as the sixth President of Qvait on 1 April, 2015, Gabriel David West said that this is his goal. On 1 November, 2014, the Ryccian government made the momentous decision to aid the Qvaitican people, who were defending their homeland from Sporaltryan invaders. It was then that Qvait and Ryccia fromed a friendship that would not be broken. Even though Qvait would stay isolated in the midst of the Laiwan Crisis that was happening earlier that year, Ryccia would help the Qvaiticans out in the Sporaltryan War, which made a difference.

Since the war, Qvait and Ryccia have remained allies. The reason why the two nations are remaining allies is because they expect something in return on both ends. For Qvait, even though no one is saying it, Qvaiticans want as many nations to be on their side in the event that another war breaks out between Qvait and Sporaltryus. In March 2014, Sporaltryus and Qvait were ranked fourth and fifth respectively in a Sedunnic study and would go to war in the latter half of 2014. Then, in a May 2015 study, it was shown that Sporaltryus and Qvait, as seen by the nations of the South Pacific, are numbers one and two respectively. Recently, this study is seen as proof to a number of politicians that there is an ongoing cold war between Qvait and Sporaltryus.

Increasing involvement in international politics began with President Dmitri Buzinsky and it led to war with Sporaltryus. Now unable to pull out, Qvait must push on and gain allies in the South Pacific in the hopes that it will have the necessary manpower of the Qvaitican Defense Forces and the help of its allies to defeat Sporaltryus, should a war begin. However, Qvait gained a rather controversial ally in Ryccia. In the eyes of a number of nations in the South Pacific, Ryccia is seen as an unstable government that needs to be crippled by economic sanctions and deep isolation. However, to keep Ryccia by its side, Qvaitican politicians are holding the belief that the country, which has been unrecognized by several nations, needs the opportunity to prove itself. On 12 June, Sporaltryan President Chris Flores proposed a Castietyan Pact, a pact of several nations that would impose economic sanctions and isolate Ryccia. However, Qvaitican Secretary of Defense Johnathon Victor has said that such a pact is an "invitation for war," a war that Qvait is preparing against.

After the debacle that had happened on the floor of the Southern Cooperation Organisation regarding Ryccian accession and President Flores's Castietyan Pact, President West became infuriated, "I am not mad, I am furious! Right after regaining membership in the Southern Cooperation Organisation, Sporaltryus wants to go after our ally Ryccia…I support our SCO Representative Jon Brennan's statement in which he said that the Sporaltryans need to ease the relationship of their nation with Ryccia." Even though Qvait is preparing for a war with Sporaltryus, it is doing everything it can to delay and avoid it. Qvaitican Secretary of Intelligence and Security Victor Cutter said, "We are doing everything possible to avoid military confrontation, but I have to agree with Secretary Victor that Sporaltryus is making an open 'invitation for war.'"

Labor congresswoman and potential 2016 presidential frontrunner Margaret Harrison told a reporter that the military buildup will hurt Qvait in the long-run, but it is unavoidable, "the ever-growing tension between Ryccia and Sporaltryus affects everyone." She said that the Qvaitican Congress would not be hesitant to delcare war on Sporaltryus if it takes any military action against one of its allies. "Ryccia is an ally that Qvait needs and the problems that our allies have are our problems too. As such, we are going to have to address these problems and take proper actions to resolve them." Some time ago, President West has approached the nations of Awesomiasa, Farengeto, Laiwan, Ryccia, and Sporaltryus with the proposal to hold six-party talks in the hope that all of the existing problems between the involved nations are resolved. However, those talks would be cancelled due to a lack of planning. To find a peaceful resolution, the Qvaitican government supported Resolution 002 of the South Pacific to ensure the peace and security of the South Pacific.
