I'm calling shenanigans on this. It takes 400 pounds of uranium to make a nuclear weapon. It takes 15 pounds of plutonium to make a nuclear weapon, and plutonium can be produced from uranium, but you need a breeder reactor, and those are easy to notice.

And if you want a yield greater than 100 kt, you need deuterium plants and lithium mines.

How much fissile material is needed to make a nuclear weapon?

As little as 35 pounds of uranium-235 or nine pounds of plutonium-239 is required to make a working nuclear bomb.
