We, the nations of the United Front hereby establish this charter for our organization:

[b]Article 1: Economic Objectives[/b]
1. The United Front will seek to trade between themselves.
2. No sanctions must be in place between the members, unless its for a valid reason.
3. Valid reasons for placing sanctions against a fellow member or members may include, but are not limited to:

[*]Attacking another member nation, or conspiring to do so

4. The United Front encourages economic growth between its members and promotes trade between its members.


[b]Article 2: Membership[/b]
[b]Section 1: Application and Acceptance[/b]
1. A nation that is interested to join the United Front has to express its interest on joining the organization and the nation must've thoroughly read and ratified the United Front's Charter.
2. After applying, a discussion will commence between member nations on whether to admit new nations.
3. Any member can put the application to vote after a minimum one-day discussion.
4. A vote of accession must obtain a majority vote to pass.
5. Such a vote of accession shall last for two days.
6. If there is no majority at the expiry time, then the Parties shall decide whether or not to vote again.

[b]Section 2: Membership Suspension and Removal[/b]
1. A suspension or expulsion proposal may be presented by any member nation.
2. The member nation must present a valid reason as to why they have presented the proposal.
3. Legitimate reasons for the expulsion or suspension of a nation are as follows, in order from least serious to most serious:

[*]Failure to uphold the Charter
[*]Attacking another member nation, or conspiring to do so
[*]Betrayal to the organization
[*]Interfering in the sovereignty of a member nation
[*]Human rights violations
[*]Becoming a rouge government

4. A suspension or expulsion vote must reach a majority vote to pass.
5. Such a vote of suspension or expulsion shall last for five days.
6. If there is no majority at the expiry time, then the member facing suspension or expulsion shall not be punished.
7. Any member nation may again propose to suspend or expel a member nation twice.
8. If, in the third vote, there is no majority, then the member facing suspension or expulsion cannot be tried again for the same reason.


[b]Article 3: Services of the United Front[/b]
[b]Section 1: Economical Aid Programme[/b]
1. Any nation, member or non-member, can request economic aid from the United Front. However, this is only a loan that must be paid back in a maximum time of three years with an annual interest rate of 5%.
2. If a nation that took a loan fails to pay back, the United Front negotiators will negotiate the loan payment.
3. The United Front Bank will be located in Lorhurst, Noctenos.

[b]Section 2: Humanitarian Aid Programme[/b]
1. Any nation, member or non-member, can request humanitarian aid from the United Front, or the United Front may choose to give aid to a troubled nation by a member's proposal.
2. Unlike the economic aid programme, there is no debt to be paid, but the United Front will survey that the aid gets to the right sources with humanitarian aid representatives and/or administrators.
3. Failure to distribute the aid fairly because of the nation's corruption will result on the withdrawl of humanitarian aid.
4. The United Front Humanitarian Aid Programme HQ will be located in Darkstrait.

[b]Section 3: United Front Police[/b]
1. The United Front Police will be an organization police unit that combats cross-border crime.
2. The United Front Police officials will be donated by volunteering nations.
3. The United Front Police HQ will be located in Darkstrait.

[b]Section 4: United Front Anti-Terror Special Forces[/b]
1. The United Front Anti-Terror Special Forces will be an organization army that combats terrorism if needed.
2. The United Front Anti-Terror Special Forces soldiers will be donated by volunteering nations.
3. The United Front Anti-Terror Special Forces HQ will be located in Sydney, Qvait.

[b]Section 5: United Front Strategic Command[/b]
1. The United Front Strategic Command will be an agency that will handle the missile defense and drone program of the alliance.
2. Citizens of each member state may seek employment by the agency.
3. The Strategic Command shall be headquartered in Santa Nofre, Qvait, with branches located in other member states.

[b]Section 6: Financing[/b]
1. To finance these services, and the United Front altogether, a small fee of 1% of every nation's GDP will be charged yearly, unless the nation can prove that the money is desperately needed elsewhere.


[b]Article 4: Military Commitments[/b]
[b]Section 1[/b]
The Parties undertake to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force.

[b]Section 2[/b]
The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

[b]Section 3[/b]
In order more effectively to achieve the objectives of this Charter, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

[b]Section 4[/b]
The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

[b]Section 5[/b]
The Parties agree that an armed attack against one or more of them shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defense, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the South Pacific area.

[b]Section 6[/b]
For the purpose of Section 5, an armed attack on one or more of the Parties is deemed to include an armed attack:

[*]on the territory of any of the Parties in the South Pacific;
[*]on the military and/or civilian forces, vessels, or aircraft of any of the Parties, when in or over these territories in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force.

[b]Section 7[/b]
Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Charter, and undertakes not to enter into any international engagement in conflict with this Charter.

[b]Section 8[/b]
The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Charter. The Council shall be so organized as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defense committee which shall recommend measures for the implementation of Sections 3 and 5.


[b]Article 5: Headquarters[/b]
The Headquarters of the United Front shall be located in Sydney, Qvait.


[b]Article 6: Revising and Withdrawal from the Charter[/b]
[b]Section 1[/b]
After the Charter has been in force for two months, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Charter, having regard for the factors then affecting peace and security in the South Pacific area, including the development of universal as well as regional arrangements for the maintenance of international peace and security.

[b]Section 2[/b]
After the Charter has been in force for two months, any Party may cease to be a Party one month after its notice of denunciation has been given to the member Governments of the Charter.


[b]Article 7: Ratification[/b]
This Charter shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the member Governments of this Charter. The Charter shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications.[/box][/spoiler]

3. After a discussion between the members and the applying nation, a vote shall begin where a majority is needed for acceptance or rejection.
4. The vote shall last for 48 hours or until all members of this alliance has voted.
5. If there is no majority at the expiry time, then the members shall decide whether or not to vote again.
6. Observer nations are ineligible to begin discussions, which are reserved for the member nations of this alliance.
7. In the event of an armed attack on an observer nation, observer nations are also ineligible to invoke Article 4, Sections 5 and 6 of this Charter, nor are the member nations obligated to defend observer nations.
