I would like to discuss the legality of sports betting. In Qvait, it is legal, but there have been efforts at the provincial level to ban it. Before we can make an inquiry, I need to know the legality of sports betting in your countries.

Darkstrait does not operate casinos, and they are illegal to open (private enterprise), but betting informally with friends is allowed.

Betting is legal, and casinos are legal in Ryccia. They generate a boost in the economy.

(In Laiwan, casinos are illegal, but betting is not, though very discouraged)

I'm treading lightly on this matter, mainly because of the economic ramifications that would happen if we made sports betting and casinos illegal. However, over the course of time, Ryccia has painted itself as a developing country, so I feel that we need to revisit this once Ryccia can stand on its own feet. Would the Ryccian delegate agree, or would this not be a hindrance?

Gambling has been in Ryccian history as early as 32 BC, when gambling became popular. It is really not an economic issue, but a cultural issue. But however, Ryccian Gambling is different than the usual gambling. Ryccians tend to gamble at a healthy amount, although contact with the outside world has been changing that, but not enough for gambling to be a negative issue. Contact with the outside world also spurred activist groups that search to make it illegal.

We consider gambling good, as it brings a boost in the economy, and it has been popular for more than two milenias. And even if it wasn't cultural, we see no reason to ban it, as it creates a boost in the economy.
