TOP STORY: UNITED FRONT ON CRISIS OVER RYCCIAN ANTI-SPORALTRYUS LAW

Session of the United Front

Sydney, Qvait - A crisis is developing at the United Front due to the recent passage of a No Sporaltryus Law in Ryccia, which banned all contact with Sporaltryus and threatened any Sporaltryans with deportation. Reactions have been mostly negative and have prompted Qvait to announce its resignation from the organisation.

Ryccia passed this law in reaction to an apparent unwillingness of Sporaltryus to negotiate an improvement in their bilateral relation, despite the ongoing negotiations at Government Island, which were being celebrated as increasingly successful, as will be detailed further in this issue.

Darkstrait was the sole nation who supported Ryccia, though in its statement it failed to provide any explanations as to its reasoning. In contrast, the governments of Kringalia, Qvait, Hammerstar and Noctenos either condemned the law or expressed concern over its passage, calling it a threat to the maintenance of international peace.

Both Qvait and Ryccia are members of the recently-founded United Front. Qvait has announced its impending withdrawal from the organisation, to be effective on October 2, and has also called for the suspension of Ryccia on grounds of its failure to promote peace. With the support of Darkstrait and the abstention of Laiwan, the motion on suspension is tied and unlikely to pass.

Analysis:

Qvait has spent a huge amount of political capital supporting Ryccia in the past year, throughout the initial stages of its civil wars and well into the time when international pressure increase. It could be said that Ryccia has not collapsed because of Qvaitican political support, most recently through the formation of the United Front, which provided much needed recognition and dynamism to Ryccia.

With the passage of the No Sporaltryus Law and the initial refusal to repeal it, or even to properly justify it, Qvait has seen the futility of its efforts. King Edward had to step in and repeal the law, which showed just to what extent the Ryccian Government is unable to effectively respond to the challenges of international diplomacy. With an ally unwilling to compromise or acknowledge the need for good faith negotiations with major powers, Qvait is losing what capital it had recovered following the Carlson Leak.

This would explain why the Qvaitican State Department expressed its regret over Operation Affirmed and asked the Southern Cooperation Organisation to reconsider Resolution 003. While both Awesomiasa and Kringalia have refused such reconsideration, this proves that Qvait is increasingly uncomfortable with the term of its alliance with Ryccia. It will not forfeit the alliance, but it will want to show the other major powers that it is more responsible with its international dealings.

Castietya, Sporaltryus - Today State Secretary Giovanni Giletti of Qvait and President Chris Flores of Sporaltryus met in Castietya for the inaugural session of biannual peace summits, aimed at promoting understanding and peaceful coexistance between the two former rivals.

Secretary Giletti and President Flores discussed the size of their nuclear, biological and chemical arsenals. Qvait expressed concern over the continued possession of chemical and biological weapons by Sporaltryus, arguing that their disposal would lead to peace. Sporaltryus in turn defended its arsenal and assured Secretary Giletti that it was meant for defensive purposes.

When the discussion moved to the status of sanctions and restricted immigration between Qvait and Sporaltryus, Secretary Giletti promised to lift most sanctions against Sporaltryus, provided that both powers agreed to allow the free moment of individuals through their borders.

Both leaders finally discussed the Qvait-Ryccia alliance. Sporaltryus asked for its immediate termination, arguing that Qvait would suffer consequences if it insisted on supporting Ryccia. Coincidentally, the alliance suffered due to the passage of the No Sporaltryus Law shortly after, and the repeated verbal attacks on Sporaltryus by Ryccian officials.

A second meeting with be held six months from now in Stockholm, the capital of Qvait.

Meeting between the Ryccian Government and the International Oversight Commission

Government Island - Following months of tense relations between Ryccia and the Southern Cooperation Organisation, negotiations at Government Island appear to be giving fruit, with a tentative agrement on limits to the Ryccia nuclear arsenal and a procedure for the dismantling of any additional warheads.

Extensive discussions between Ryccia and the International Oversight Commission (IOC) seemed doomed to fail when the former insisted on keeping at least 300 nuclear warheads but Farengeto and Sporaltryus refused to consider any number higher than 100. A solution was worked out by Kringalian Foreign Secretary Stanley Crawford, who proposed a compromise figure of 150 warheads, while the remaining 2850 would be delivered to IOC states for immediate dismantling, under the oversight of the Ryccian Government.

A text for the compromise is yet to be written, with Awesomiasan officials asking for further terms restricting the ability of Ryccia to develop a nuclear weapons over the established maximum. However, policy experts are confident that all the details will be worked out swiftly, now that the major issues have been agreed upon.

In previous sessions Ryccia and the IOC had already agreed on a draft agreement for the establishment of an international tribunal to try all those involved in the Ryccian Civil Wars. The tribunal would be led by judges and prosecutors from IOC members, all charges being those already existing under Ryccian law.

The recent rise in tensions over the passage of the No Sporaltryus Law has some concerned that negotiations in Government Island might be affected, but sources close to the negotiators claim that all governments are very much committed to continuing with the summit and achieving a fair agreement, regardless of any unrelated issues that might arise.

Dignitaries having dinner at the Lux Universus

Luce, Hammerstar - Heads of state from all over the South Pacific are meeting in Luce to celebrate the 165th Basil Day, a formal dinner commemorating the conoration of Queen Lucy Pendragon I.

Currently the guest list includes dignitaries from 15 nations, most of them heads of state or their duly appointed representatives. Outstanding absences include President Aaron McBane of Qvait, who left midway through the dinner due to a traffic collision involving his Secretary of Intelligence and President Connor Walsh of Kringalia, who was otherwise unavailable due to a recent earthquake and sent Vice President Todd Wilcox in his place.

Conversations have been mildly political, though more often focused on exchanging opinions and explanations on the cultures of the different nations represented at the dinner. This is thus far the largest gathering of heads of state and government officials in the history of the South Pacific.

An Interview with Tyler Wichir

Tyler Wichir is an official from the Ryccian Ministry of Foreign Affairs. He was sent to talk with the Treasure Island Report about the current state of affairs in Ryccia and the formation of the United Front. In the interests of transparency, we clarify that this interview was conducted before the passage of the No Sporaltryus Law.

Welcome, Mr Wichir. It is a pleasure to have you with us.

Tyler Wichir: Thank you.

If possible, I would like to open this interview with you explaining to our readers what is the United Front.

TW: Of course. The United Front is meant to be an organization that wishes to prosper both economically and militarily. It was meant by Ryccia as a defense-only organization, but our fellow members wished it to be an organization that attacked when necessary. We only wish for economic and military growth when we created this organization. We also offer services like an international police, an anti-terror special forces, an economic aid programme and a humanitarian aid programme to help ourselves in our affairs, growth and stability.

Was there any immediate cause to its formation, or was this being planned well in advance?

TW: In reality, there was a cause. Ryccia was being pummelled by international sanctions, so in an effort to develop internationally and improve ourselves, plus our fellow allies, we opened the United Front.

It seems that good progress is being made with the Government Island Summit. If an agreement is signed, would the United Front be kept, or do you expect it to lose prominence?

TW: Of course it would be kept. It’s an important asset to Ryccia. To develop, along with others as well. Ryccia always wanted an organization that helped its members in many ways. But we never planned it. We opened the United Front because of the sanctions. We want to develop and be stronger along with our allies.

Shortly after the United Front was formed, President Walsh of Kringalia opened a summit for the formation of a Western Alliance. Do you believe we are seeing the formation of a post-SCO/SSU world, with smaller but closely knit alliances?

TW: Fate would decide. If the SCO and SSU's importance fall, then so be it. If not, then they shall continue with their importance. TSP Politics are very unexpected. You never know what might come next.

What do you think will define whether they keep their importance in world politics? Perhaps the success or failure of the Government Island Summit?

TW: The world is now centered at Ryccia in terms of problems in TSP. If they succeed, these conflicts will end, and the pressure of the SCO and the SSU will be lowered. The world will be in peace, for at least a while, and maybe their importance will fall since they are not doing much. I really don't know what will happen next, but that's what I think.

How do you see Ryccia and the United Front relating with the SCO and the SSU in the near future? Will they relate at all or will they coexist without much contact?

TW: Given our current situation, if all goes well and peace comes, I think that the United Front won't talk much with the SCO, less with the SSU. But that's Ryccia's opinion, what we believe. If our fellow members wish to interact with them, then maybe we'll interact in some way.

What about the prospective Western Alliance?

TW: We don't know for sure. The Western Alliance has to yet make a move to see what we think of them.

There was a recent debate on the establishment of a joint drone fleet. How does Ryccia envision the United Front will handle common law enforcement? What will remain under the purview of national governments?

TW: An international police will just help us counter cross-border crime, international crime, drug crime, you know, big-scale crimes that involve more than one nation. That's what Ryccia expects to do with this police. Yet the United Front Police is not in charge of being a nation's police. Its everyone's police. So police of those nations will not have their operations disturbed.

You mentioned earlier in this interview that some members favoured a less defence-focused nature to the United Front. What is the position of Ryccia towards such objectives. If in favour, under what circumstances would the UF engage in aggressive actions against a third nation?

TW: If we were to engage in war with another nation, we would make sure its necessary to engage in such acts. If it is not needed, then why would be attack anyway?

What criteria would be used to determine such necessity?

TW: Ryccia would advocate for a criteria like: it’s necessary, that nation is destabilizing the region, and we must do something about it, if there are no options and if it is the best not just for the United Front, but overall for the world's wellbeing and stability.

I of course wish the best to Ryccia and the United Front. Thank you for your time, Mr Wichir.
