I believe that it is necessary to form an immigration system that would help this alliance and people who are seeking citizenship within our respective countries. In Qvait, we have a three-year-old quota system where 50,000 immigrants (per year) are allowed legal status and are placed in a "path to citizenship" program. However, we are thinking about raising that quota to 75,000 per year. In this system, convicted felons, depending on the felony committed, are not permitted to become Qvaitican citizens. Before we can continue, we are going to need a description of each member's immigration system.

We have a very open immigration system. A security check is necessary before entering the country, and another is needed for citizenship, but that is essentially it for our limitations.

Hammerstar's immigration system is quite open, and we open the doors for cultural diversity and acceptance between us. Other than travel and passage security, citizenship application, every citizen must undergo a thorough background check.

Anyone can apply for citizenship unless they have committed a crime already in another country. Illegal immigrants are helped for a while before they can apply. There is no real limit on the amount of people who can come in.

(Laiwan: Our immigration system consists of applying for citizenship, legally. Illegal immigrants have half a year to fill their application and wait. The process is fast, so rarely illegal immigrants get deported. Those convicted of a crime cannot apply and they will be deported to their nations if needed).

Federal Constitution
Article 12. The following are Noctenosians:
I - by birth:
a) those born in the Dominion of Noctenos, even if of foreign parents, provided that they are not at the service of their country;
b) those born abroad, of a Noctenosian father or a Noctenosian mother, provided that either of them is at the service of the Dominion of Noctenos:
c) those born abroad, of a Noctenosian father or a Noctenosian mother, provided that they come to reside in the Dominion of Noctenos and opt for the Noctenosian nationality at any time;
II - naturalized:
a) those who, as set forth by law, acquire Noctenosian nationality, it being the only requirement for persons originating from Portuguese-speaking countries the residence for 1 (one) uninterrupted year and good moral repute;
b) foreigners of any nationality, resident in The Sovereign Dominion of Noctenos for over 15 (fifteen) uninterrupted years and without criminal conviction, provided that they apply for the Noctenosian nationality.
Paragraph 1. The rights inherent to Noctenosians shall be attributed to citizens of closely allied nations with permanent residence in Noctenos, if there is reciprocity in favour of Noctenosians, except in the cases stated in this Constitution.
Paragraph 2. The law may not establish any distinction between born and naturalized Noctenosians, except in the cases stated in this Constitution.
Statute of the Foreigner
Article 112. Are conditions for the granting of naturalization:
I - civilian capacity, according to Noctenosian law;
II - to be registered as permanent resident in Noctenos;
III - continuous residence in the territory for a minimum period of 4 (four) years immediately preceding the application for naturalization;
IV - read and write in at least one of the official languages of Noctenos, considering the conditions of naturalizing;
V - exercise of occupation or possession of sufficient assets to maintain itself and the family;
VI - proper procedure;
VII - no complaint, indictment in Noctenos or abroad for a felony that is threatened in minimum sentence of imprisonment, abstractly considered, more than 1 (one) year.
VIII - good health.
§ 1 - it shall not be required proof of good health to any foreigner who resides in the country for more than two years.
§ 2 - checked at any time, fraudulent misrepresentation from any of the requirements in this Article or in Articles 113 and 114 of this Act, shall be invalidated the act of naturalization without prejudice to any criminal action appropriate for the offense committed.
§ 3 - The invalidation referred to in the previous paragraph shall be carried out administratively, at the Ministerium of Justice, ex officio or upon reasoned representation, granted to the naturalized , for defense, a period of fifteen days from the notification.
Article 113.The period of residence prescribed in Article 112, item III, may be reduced if the naturalizing fill any of the following conditions:
I - have a child or spouse of Noctenos;
II - be son of a Noctenosian;
III - have provided or can provide relevant services to Noctenos, in the opinion of the acting Princeps Excelsum of Justice of Noctenos;
IV - commend themselves by their professional, scientific or artistic; or
V - to be owner in Noctenos, real estate, whose value is equal to at least a thousand times the greatest value of reference, or be provided with industrial funds of equal value, or hold quota shares or amount of paid-in least identical in commercial or civil society, aimed principally and permanently, the operation of industrial or agricultural activities.
Sole Paragraph. The residence will be at least 1 (one) year, in cases of items I, II, and III; 2 (two) years in Item IV; and 3 (three) years in Item V.
Article 114 - shall be Dismissing the residence requirement, requiring only to stay in Noctenos for thirty days, in the case:
I - married foreign spouse for over five years with a Noctenosian diplomat in activity; or
II - foreign that employed in the Diplomatic Mission or Consular Office in Noctenos, has more than ten (10) years of uninterrupted service.

Article 116 - Foreign citizens admitted in Noctenos during the first five (5) years, definitively established in the country, may, while minor, require the Princeps Excelsum of Justice, via its legal representative, the issue of a provisional naturalization certificate which shall be regarded as proof of Noctenosian nationality up to two years after reaching the age of majority.
Sole Paragraph - The naturalization will become final if the holder of the provisional certificate, until two years after reaching majority, expressly confirms the intention to continue Noctenosian, on a request addressed to the Princeps Excelsum of Justice.

Article 121 - The fulfillment of the conditions laid down in this Law does not directly ensure the right to naturalization.
There are too quite a few amnesty and refugee programs to help foreigners through the naturalization process and into Noctenosian society.
