TOP STORY: MAJOR POWERS MEET IN CROWNSVILLE TO AVERT WAR

Kringalian President Connor Walsh invited all major powers to a peace summit at the Marina Hotel in Crownsville

Crownsville, Kringalia - Leaders from all major powers are meeting in Crownsville, at the invitation of Kringalian President Connor Walsh, to discuss the escalating crisis between Ryccia and Farengeto and attempt to reach a diplomatic solution, before armed conflict breaks out.

While Ryccia has been the centre of all recent international crises, the current situation began with the passage of the Broad Horizons Act, which granted foreign affairs autonomy to Antarctic Ryccia, a territory not far from Sedunn. Shortly after the Antarctic Ryccian Government issued several condemnations of Ryccia and pursued closer relations with the Southern Cooperation Organisation, something that Ryccia quickly tried to limit through threats of economic and military intervention.

These threats failed to impress First Minister De MontBlanc and actually increased Antarctic Ryccian defiance, which led to Ryccian General Augusto Pinechel illegally ordering ships and bombers to head to Antarctic Ryccia. This was condemned throughout the South Pacific, but the most forceful responses came from Awesomiasa, Farengeto and Kringalia, all three of which deployed their militaries to protect Antarctic Ryccia and intercept the approaching Ryccian forces.

Soon after the Ryccian Government deployed its own forces and neutralised the rogue elements in its military, but several foreign governments expressed their exhasperation at the continued trend of Ryccia to cause international incidents, only to claim these were the work of rogue elements, unsanctioned by the government.

General Maximilien Rey of Farengeto quickly proposed the demilitarisation of Ryccia and sent forces to Ryccian territorial waters. He later withdrew the forces, but not before the Ryccian military shot at them. This prompted further international outcry and a war declaration from Sporaltryus. It was at this time that Kringalian President Walsh increased his calls for a diplomatic solution and invited all major powers to a summit in Crownsville, the former Kringalian capital, to discuss such a solution.

Leaders are still arriving, but sources close to the summit have informed this newspaper that Kringalia will probably pursue a solution that further legitimises the Government Island Summit, but integrating suggestions from the Vaudancourt Declaration, originally sponsored by Farengeto, and further input from all attending delegations.

This summit is of particular importance, given its condition as the first international summit of political character where most major powers are present. An official from the Kringalian Department of Foreign Affairs said, on condition of anonimity, that the Walsh Administration will pursue regular international summits as a way of keeping the peace, depending on the success or failure of the Crownsville Summit.

An Interview with Carl Madtinako, Member of the Antarctic Ryccian Parliament

Carl Madtinako is a Ryccian. He was born in Girestone and made a name for himself as a socialist, eventually becoming a popular figure among the people. He fled his homeland during the Ryccian Civil War for the much more stable and prosperous Antarctic Ryccia. There he joined the government as a Member of Parliament and discharges certain duties for the Foreign Ministry. He was gracious enough to meet with this newspaper as an official representative of First Minister De MontBlanc, to discuss the Broad Horizons Act and its implications for Antarctic Ryccia and the international balance of power.

Welcome Mr Madtinako. It is a pleasure to have you with us.

Thank you very much.

Let us start with a simple question. What is the Ryccian Antarctic South Pacific Territory?

Its a small island in the southeasternmost point of the Antarctic with a population of 2 million. Why yes, you may be wondering "how can so much people live there?".The truth is, around a million people fled Ryccia during and after the civil war and sought refuge in RATSPT. RATSPT's population was around 1 million at the time. With government support, they were able to integrate into our society.

Recently it received increased powers thanks to the Broad Horizons Act. Had there been an effort from the RASPT or was that a unilateral Ryccian act?

We were pressuring Ryccia for months. It was really popular in RATSPT, and Ryccia would not budge. But we threatened to retreat from Laiwan and slow production. Somehow, that threat got to them, and passed it. We were not actually going to do it, it was just a threat. Maybe Ryccia was worried a revolt could happen in our island? I don't really know.

It is a real possibility that Ryccia might repeal the Broad Horizons Act at any time. How would the government respond to such an event?

Well, we would have to give up, or actually threaten Ryccia. Currently, a legislation about making this act repealable only by RATSPT vote is under voting in the Antarctic Council. It has a very wide majority, and since RATSPT does not need authorization from Ryccia anymore to pass bills, this will pass. Or so I think. If this actually happens, don't be surprised if Ryccia does something to us.

I would assume that laws passed by Ryccia can only be repealed by itself, rather than by the Antarctic Council?

The majority can be repealed by the Antarctic Council if a locally unpopular national law passes in the mainland, but in terms of economic policy like the economic system, minimum wage, currency, etc. are not repealable. Also the Constitution of Ryccia goes over any Ryccian and RATSPT law so what says in that constitution goes.

What new powers did the RASPT gain as a result of the Broad Horizons Act?

Basically, more autonomy, it gets its own international relations entity, a voice in the UF, but not a vote, own separate foreign policy from Ryccia's, we don't have to ask for Ryccia's approval on our laws anymore, we can condemn Ryccia freely and we can ally with anyone, as long as it does not mean sanctions, economic embargoes or declarations of war to Ryccia.

Recently the RASPT condemned Ryccia over its behaviour during the Government Island Summit and refused to close down certain embassies, even under the threat of sanctions. Does that mean its foreign policy will be more aligned with SCO?

Maybe. We admire the SCO for its work. For what it stands in. It is an organization built on the purpose of prosperity and peace in TSP. We believe Ryccia is a threat because what sane nation will have no regrets on bombing a nation with light nuclear weapons and wants to keep 3,000 nuclear weapons that could destroy TSP as we know it? What sane nation would do that? And what sane nation would be as imprudent and naive as Ryccia? Who, we wonder?

My understanding of the Broad Horizons Act is that it would prevent the RASPT from joining the SCO, since that would compel it to place sanctions on Ryccia. However, will the De MontBlanc government contemplate an observe status?

Of course. The De MontBlanc Government has always been a pro-SCO government. I think that they could contemplate that possibility.

Kringalia Orbits Pacifica

Castle AFB, Kringalia - On September 13 the Kringalian Space Programme achieved a major milestone by completing its first orbit around Pacifica. Lieutenant Commander Jeremy Blanes piloted the Orbiter I spacecraft in a flight that reached an apogee of 224 kilometres and completed two full orbits before returning safely to Pacifica and landing on the Kringalian Strait. He was soon followed by Captain Giacomo Stevano, who completed five orbits onboard the Orbiter II spacecraft.

Both astronauts are currently undergoing medical examinations, aimed at ensuring the safety of the spacecrafts, but they are expected to be released within the next few days. Commander Blanes and Captain Stevano are then scheduled to receive the Presidential Merit Award at the Executive House this coming Monday and the Excellence Medal from Congress the following day. While no official announcement has been made, the Mayor of North has hinted at a ticker tape parade being organised to honour the two astronauts.

Commander Valentina Constanza, who preceded Blanes and Stevano as the first Kringalian in space, has already been awarded the Presidential Merit Award and the Excellence Medal, but some have called for her to be included in the rumoured ticker tape parade. Known for her quiet demeanor, Commander Constanza has repeatedly thanked her supporters but stated that she is more interested in going back to space.

Both orbits took place under the scope of Project Orbiter. Space Exploration Agency Director Clara Stokes has stated that the project was initially supposed to be a test on Kringalian orbital capability. However, the rapid completion of this goal forced a reconsideration, and Project Orbiter is now being repurposed as a preparation for long duration spaceflight and an for the development of flight capabilities beyond Low Pacifica Orbit. Though still reluctant to disclose the full scope of her future plans, she has admitted that such goals were not expected to be tried so early in the programme.

Kringalia has already been making up for its relative disadvantage in space exploration by leading the discussion on the outer space law. In response to a United Front proposal to sponsor the development of space-based weapons, it proposed and managed to get passed a resolution committing the Southern Cooperation Organisation to the peaceful exploration of space, enabling the use of sanctions against nations that introduced space-based weapons and establishing a Southern Space Agency with the goal of facilitating cooperation between the national space agencies of member states, though participation in it is voluntary.



Resentine ratifies the Treaty of Balent

Balent, Resentine Kingdom - Following a month of arduous negotiations, the Resentinian Parliament ratified the Treaty of Balent, paving the way for the formation of the South Pacific Treaty Organisation, a group also consisting of Karnetvor, Seddun and Darkstrait.

Discussions began in early August between the four aforementioned nations and were soon followed by ratifications from the legislatures of all except the Resentine Kingdom. Throughout the negotiations, representatives from Hammerstar, Qvait and Antarctic Ryccia expressed the interest of their governments in joining the Organisation, only to be repeatedly refused by its current members, who have indicated they are not yet interested in expanding the membership.

On September 9 elections opened for the Council President and Council Secretary, the only two positions especifically named in the Treaty of Balent. Each member was allowed to submit one candidate for each position. While voting is still underway, currently Tavtid Vijetem from Sedunn and Zelda Karkinyan from Karnetvor are leading for President and Secretary, respectively.



SCO considers the Pendragon Scholarship

An education initiative is being proposed by Hammerstar

Sovranon, Sovonor - Hammerstar Senior Delegate Wolfram Strauss submitted on September 5 a draft resolution before the Southern Council to establish the Pendragon Scholarship Fund, an initiative to facilitate education opportunities for students living in nations member of the Southern Cooperation Organisation by creating a network of universities willing to host foreign students and granting scholarships and research grants to qualifying students.

Senior Delegate Strauss first suggested the creation of a scholaarship fund in August, citing the last will and testament of Ferdinand Pendragon II, who requested that an education fund be established for students in the South Pacific. While there is still not enough support to take the draft to a vote, representatives from Sedunn, Rebeltopia and Kringalia have supported the general initiative, and most likely will vote in favour of its establishment.
