Well, I would probably ally with whoever is willing to help (which might be nobody). If it is nobody, then probably NATO, if possible. I can't imagine starting out in the world as a massive nation, or having NS's rate of population growth.
Huawan would ally with African states, China, SEA, Brazil, Japan, Koreas (yes, both of them), Indochina, India and perhaps moslem nations like Morocco and Turkey.
But I don't know, Huawan has so much apathy that unless you're talking about else other than politics, law, war, military and such, they would probably not listen.

Resentine would most likely be a member of NATO, and a member of the EU. I do think it would also be a large proponent of the UN Peacekeeping Corps.

If it's enemies however, I guess nations with cold relations with Huawan would be countries like Russia, United States of America and several EU countries. Cold but respectful relations with them, I don't think Huawan would have enemies..
Actually those countries that overtly exploit their natural resources and hold no promises to preserve them, yeah they would be our enemies.

Anapol would probably ally with all of the UK's allies and then states bordering Russia as well.
Libera Publica would freely ally with all western nations except the USA and France, but would have cordial relations with those two nations at a diplomatic level. It would also seek close cooperation and an FTA with China and Russia.
I guess, the biggest ties would exist with Germany
 Other than that: The rest of the EU, the US AND Russia, China most likely too, Japan, South Korea, Australia, the UK (and the rest of the Commonwealth) - I can't really tell much more. GI-Land's aim would be to get along with as many nations as possible, so in theory I would now have to make up a list of 193/195/198 (whatever number around that) nations and that would be a bit much.
