We Are Back!
Great Council Update 1


Let's talk about the Great Council. And before we start I'd just like to say I am glad we are holding a GC and the Charter does need to be fixed, but really how do we fix some bigger problems in TSP? How do we fix the ideas that the government can do what it wants? How do we fix the culture of excluding gameside from major decisions? Sure we have a local council and I have seen recommendations to improve it, but still what will we get out of this? Yes the GC is discussing this, but where part of the in game community could care less about these forums why are we worried about it?
I have observed some discussions in the GC and we seem to be more serious than we normally are but, let's be honest, all we will get out of this GC at this point is a constitution (or whatever we call it) that will fix the problems of today. At this point we will probably place more restraint on parts of government to respond quickly to the needs of the people. Yes we just had a coup, but the thing is, that coup was illegal. Yes the coup brought about the idea of doing this and yes it makes some sense. I think though that from this point forward the GC should be working to create a government system that will allow us to as rapidly as possible and without security concerns fix problems people in our region experience. I am still a member of the APC and we do still believe that only an efficient and effective government will serve this region best.

Coup in Osiris!


That's right, you saw that right. Osiris is currently going through a coup! The Almighty Jesus Whale's election win in the delegate election is highly disputed by opponents so long story but the Pharaoh (delegate) has elected to give himself the power to choose his/her successor. Pharaoh Cormacotopia II in his address to his region included the following:
Quote:As your Pharaoh and as co-founder of the Osiris Fraternal Order, it is my solemn duty to announce nullification of the State Code of Osiris, which has served this regional community well but no longer meets our needs, and declaration of a state of emergency.
Sound familiar? Well it's close to what Heiville announced during our recent coup. 8 Regions are removing their embassies from Osiris due to this and multiple regions are drafting proposals to condemn the T-Gov't including our close allies, Lazarus. I hope our Assembly will consider doing the same but only time will tell.

State of the Region II

Welcome to State of the Region I'm your host Omega! Topping off our stories this week is the Osiris Coup d'etat. This coup occurred after a heavily contested election that ended up with The Almighty Jesus Whale being elected as Pharaoh with Cormac Stark just barely loosing. However due to (possible) fraud Tim Stark (current Pharaoh) and Cormac Stark declared that Cormac was to be made Pharaoh. Much debate has been occurring throughout Nation States, especially in the GCR's. Many region including Lazarus, have issued statements condemning the coup and leaders of it, and have withdrawn embassies. Still no word on what TSP plans to do.
In regional news, the Alliance for the Preservation of the Coalition has submitted the first full charter proposal to the current Great Council. This proposal was met with some criticism but did receive praise for being the first one and for being "a good starting point". We should expect more proposals soon.

APC Retracts Proposed Charter


Just over five hours ago, the APC (Alliance for the Preservation of the Coalition) chose to retract their proposed draft for a new charter for the Coalition.  The draft was posted on the 24th of April as part of the current Great Council, in line with APC's mandate to preserve the Coalition, and has undergone several changes since its initial version.  During a week of sometimes intense discussion, the finer points of the delegacy and the judicial system were examined, with the APC willing to be very flexible with what they originally set down.  The thread has been since the end of April, however, as the discussion moved onto other proposed charter drafts.
The APC's main goal with the proposal was to promote discussion, something which was certainly achieved in the APC draft proposal thread.  With the proposal retracted, only two charter drafts remain under discussion: one proposed by South Pacific Delegate, Tsunamy and another created by a working group led by Deputy Minister for Foreign Affairs, Sandaoguo, and all citizens are encouraged to take part in the final stages of the drafting process.  APC chair, Omega, said of their charter proposal,

APC to Hold Party Summit


The South Pacific's only active political party, the Alliance for the Preservation of the Coalition, has just voted through a proposal to hold a party summit as soon as the Great Council is over.  The resolution to hold a party summit, proposed in a thread created for party members to discuss how best to include new members in the party's activities, was voted through unanimously before the poll was closed last night.
The summit, proposed by APC Chair Omega, will have the express purpose of ensuring the creation of a governing document for the party and will conclude with an election for the positions of Chair and Vice-Chair, currently held by Omega and Zak6858.  The Great Council is currently still in the process of drafting the revised Coalition Charter, although no new posts have appeared in either draft proposal thread since Tuesday.  According to Awe's proposed timeline, it should wrap up and move on to elections by the end of the month, at which point the APC should commence their summit.
APC Chair, Omega, has also suggested that, before the APC summit takes place, the party should campaign to attract new members, although no further course of action has yet been agreed on this.

Great Council: Voting Begins

Just over two months after South Pacific Delegate Tsunamy called for the first Great Council of 2016 to begin, the opportunity has finally come for the Assembly to vote on the proposed Charter drafts.  The Chair of the Assembly, Awe, has declared the voting period open according to the proposed schedule and less than a day after Tsunamy withdrew their proposal "for the ease of the G[reat] C[ouncil]".  Tsunamy withdrew the proposed draft whilst retaining the option to return it to the table should the vote fail on the sole remaining draft, that produced by the working group headed by Deputy Minister of Foreign Affairs, Sandaoguo.
Voting commenced at 11:15pm (GMT +8) today and will continue until 11:15pm (GMT +8) on Thursday 26th May, giving all citizens a five day window to exercise their democratic rights and civic duty by listing the drafts available (including a 'no change' option to accept the current charter without any changes) in their order of preference in the official voting thread.  A timer is available, counting down to the close of the vote.  The working group draft is available to view here, whilst you may view the current South Pacific Charter here for comparison.

Elections Due to Begin as Festival Looms


Elections for the Cabinet and Prime Minister of the Coalition of the South Pacific are due to commence today, lasting for a total of ten days according to the timeline proposed by the Chair of the Assembly, Awe, during the Great Council.  Whilst no one has formally put themselves up for election in any thread in the Assembly, it is known that there are a number of candidates for most of the positions on the cabinet.  Who will put themselves forward for the role of Prime Minister is less certain, as many consider it to be an undesirable role.

Debate on amendments to the charter, agreed by a vote of the Assembly on 26th May, has continued throughout the last week, with some particularly fierce debate surrounding the exact nature of the delegate vote to follow.  Citizen (now Legislator, under the new charter) Belschaft proposed that a preferential voting system be used instead of the controversial First Past The Post system, whilst Sangaoguo countered that this was unnecessarily complicated for an election which is unlikely to have more than two candidates running.  The debate went back and forth for some time, with the consensus appearing to be, at the time of writing, that most people would prefer to run the election as it is and amend the voting procedures afterwards if it was considered to be an issue.

All of this is taking place on the eve of Coalition Day, the thirteenth anniversary of the founding of the Coalition of the South Pacific on 2nd June, 2003.  To celebrate, the Ministry of Regional Affairs is planning a five-day festival, with daily activities and historical trivia, as well as much, much more, to be seen on the forum, in dispatches and on the Regional Message Board.  The Deputy Minister of Regional Affairs, Roavin, has been leading a diverse team of South  Pacific nations to put the finishing touches on what is promising to be a fun long weekend.

This just in: TSP has a new party. The Treasure Island League has been founded. It's still unclear who it's members are. This brings the number of active parties up to 2.
