It appears it was accidentaly soft deleted. I restored it some hours ago.

Just to clarify this — now that I've calmed down and thought this through — there's historical precedence for the "Acting VD" to be in the CSS, but not actually taking the job of VD. I'm not going to search for this, but I believe this was laid out during the transition between Pen and Sam.

And, keeping with the tradition of a Cabinet member processing citizenship apps, I will, officially, appoint myself to do it. (However, I'll maintain for history and legality, that I don't think we intended that clause for be only Cabinet members.)

As such, the most senior member of the CSS will technically be acting VD for succession purposes, but I'll be taking on the responsibilities of the VD in the short term.

Edit: I'll give a couple hours in case anyone wants to challenge this. But, I think it's the easiest solution here.
