Realistically though the only governmental section that ever even needs moderation at all is the Assembly, and monitoring the debate is one of the fundamental jobs of the position. The rest is almost always extreme cases which involve the respective Minister anyway (usually a heated argument involving the Minister and/or his staff). Perhaps more moderators for non-governmental roles, but other than the Chair doing its job there's almost never anything to moderate in government.
In which case wouldn't it be better to have moderators under the chair so that they can either report that a debate is being derailed or temporarily lock it? Awe can't monitor the debates 24/7 so it would be nice to have a support team behind him.

For now though, I'd say that the admins are doing a decent enough job moderating Assembly threads in my absence, mostly whenever I'm asleep or busy.
What if we had elected or selected moderators — a la the 3 Warnings Law from back in the day? We could put them under the court instead of under the admins or government which would kill a couple birds with one stone.

Judicial Reform is off the table, technically, but I like the idea of rolling the court and moderation into one. Minister of Media, Subversion and Sandwich Making

That sounds like it borders on a prosecutor role... I seem to remember the 3 Warnings Law being an issue, though I wasn't around back then.

Three warnings allowed anyone to warn anyone else, and if the person warned disputed it they could appeal to the Minister of Justice.

How would people feel about having the Delegate in charge of moderation, if we go with the Delegate/Prime Minister split?
