Since we all seem to be on *roughly* the same page, the co-chairs and I feel it's appropriate to move on to drafting some of this legislation.

A quick reminder, of our discussions from above:

• Find some way to better incorporate in-game opinion/activity/governance
  
• Would like to separate the government into (at least) a delegate as limited head of state, a Prime Minister as head of the executive branch, a legislature and independent judiciary (which we already have)
  
• Addressing citizenship issues, likely by moving to a "legislature" system under the CoA
  
• Addressing security by increasing the number of members and giving the branch more power
  
• Possibly creating an election commission to oversee elections
  
• Finding a way to address moderation/administration
  

Finally, I'd personally like to encourage us to limit the size of the Charter. One issue that hasn't been brought up much — but had caused much trouble over the past months — has been intransigence due to enshrining everything in the Charter.

To get around this, lets try to keep our Charter to the broadest issues of our region and our Code of Laws — or multiple different codes — to more specific rules and regulations.
