Draft: Legislation Bill

Section 1: House of Representatives
1. The House of Representatives shall be the lower house of the South Pacific Congress.
2. The House of Representatives shall be composed of all residents.
3. The House of Representatives shall operate in the NationStates side of the South Pacific.
4. The House of Representatives can propose general bills, amendments to the Charter and declarations of war, vote and discuss on bills, amendments to the Charter, declarations of war proposed by either chamber, vote on treaties, and approve or deny bills that can be sent to the Assembly.

Section 2: Assembly
1. The Assembly shall be the upper house of the South Pacific Congress.
2. The Assembly shall be composed of all citizens.
3. The Assembly shall operate in the forum side of the South Pacific.
4. The Assembly can propose general bills, amendments to the Charter and declarations of war, vote and discuss on bills, amendments of the Charter, declarations of war and treaties proposed by either chamber, ratify treaties, and approve or deny bills either sent from the House of Representatives or proposed in the Assembly itself.
5. The Assembly may override the denial or Cabinet removal of citizenship upon the affected nation appealing and a vote resulting in a 60% majority in favor.

Section 3: Legislation Nominated by and Voted on the House of Representatives
1. Any resident in the House of Representatives can propose a general bill, amendment of the Charter or declaration of war 
2. Any legislation shall be discussed. After the discussion, a voting period of 3 days for general bills and a period of 5 days for amendments for the Charter, declarations of war and treaties shall occur.
3. General bills require 50% of the vote, Charter amendments require 60%, and declarations of war and treaty votes 75% to be passed or to send legis pondus to the Assembly.

Section 4: Legis Pondus
1. Legis pondus shall be described as the ability that the House of Representatives has on manipulating the quantity of votes necessary to pass any legislation in the Assembly.
2. Legis pondus shall occur in Aye(or approval) votes and in Nay(or disapproval)  votes in any legislation, except in Aye votes for general bills.
3. Legis pondus in Aye votes will decrease the Charter amendment vote requirement from 60% to 55% and the declaration of war and treaty vote requirement from 75% to 70%.
4. Legis pondus in Nay votes will increase the general bill vote requirement from 50% to 55%, the Charter amendment vote requirement from 60% to 65% and the declaration of war and treaty vote requirement from 75% to 80%.

Section 5: Legislation Nominated by and Voted on the Assembly 
1. Any citizen in the Assembly can propose a general bill, amendment of the Charter or declaration of war 
2. Any legislation shall be discussed. After the discussion, a voting period of 3 days for general bills and a period of 5 days for amendments for the Charter, declarations of war and treaties shall occur.
3. General bills require 50% of the vote, Charter amendments require 60%, and declarations of war and treaty votes 75% to be passed. Legis pondus will apply in any vote.

Section 6: Voting Process
1. The House of Representatives will vote first in any legislation.
2. After the Assembly receives legis pondus from the House of Representatives or receives sent legislation from the House of Representatives, the Assembly will vote on the same legislation. The Assembly's vote is final.

I'm open to suggestions. This piece of legislation is meant to give the gameside a voice, while making the Assembly's decisions the final say.

I'm not sure about the way you've set up "legis pondus" (latin for "the weight of law"? I don't remember my declination rules Happywide). It doesn't help that the language in 4.1 and 4.2 doesn't parse with me.

Bi-cameral systems are awful. I'm in favour of granting legislative power to regional WA members, but via approval votes on select legislative matters.

Why the special exception to general laws?

Why that exception? Well, they only need a simple majority, so why reduce it further?

Legis pondus is a mechanism I invented to let the gameside influence the Assembly, who has the final say. In Latin it means "law weight", according to Google Translate.

Parse? They do, at least to me(sorry, I don't write the law so well, so, Im sorry).

I suggest that the creators of the proposed Charters work together and fuse them together to create one very strong Charter. From there we will open up one more discussion over the final bugs, then a vote.
