I don't want to jump in on either side of this.

There seems to have been quite a few people going over the endorsement cap recently. I'm not in a security position (for good reason), so I'm not capable of rendering judgement on whether or not that's worrying - I'm guessing not particularly worrying at the moment, just alot of endo-love currently flying around. I realize this might be somewhat temporary due to the influx of users that rode in due to the promotion on imgur recently (that's what got me involved too).

The GC consensus is raising the endo cap anyway. Therefore, I guess my question is pointed at the CSS members: The Charter 6.2.2 allows the CSS to unilaterally adjust the endorsement cap in both directions. Given the heightened endolove, wouldn't it be prudent to (a) Send a region-wide TG to make sure our delegate is aptly endorsed (2) until new security institutions are ratified by the GC, heighten the endorsement cap to something like roughly 50% of the delegate's count (which would be 187 now, instead of 120)? 

I'd really like to know, though I'd be absolutely satisfied with a statement like "no for as yet classified reasons" if that's the case.

An adjustment to the endorsement cap is coming in the next few days. It will be appropriately notified to all nations, along with a recommendation to endorse all officials.

I've mentioned I'm naive, right? I suppose we now have middle ground:
  • Belschaft isn't (won't be) hampered by the endorsement cap of 120. 
  • The Assembly doesn't have to consider a CSS application as extraneous circumstance, which could be legally strenuous.
  • We don't know which set of laws will be ratified, therefore the merited application can pause a short while until the new laws, whatever they may be, are in place and the application can be processed normally.

I'm not even going to try and work out the logic behind what Glen is suggesting; it's just that convoluted.

Regardless, it's about time the CSS increased the endorsement cap; it should have happened months ago.
