Honorable delegates.

Somehow after submission the resolution, there has been no conversation that followed concerning this matter. It is arguable that the reason for this issue going under the carpet is due to the international events that transversed on the time this resolution is submitted. Now the initiative is needed as ever, despite our nation’s efforts in preserving the seeds of the Region, as in the middle of 2016 we have witnessed the extinction of ten plant species in The South Pacific. This is unacceptable, and we call forth our allies in this organization to help us in preservation efforts.

Therefore, we, of the Anarcho-Pacifist Technocracy of Hammerstar, hereby re-submit Resolution 008, The Genesis Initiative.

RESOLUTION 008
THE GENESIS INITIATIVE

In consideration that there has been no concrete initiative for international cooperation on holy pilgrimages, the resolution has been proposed below:

1. Acknowledgements

Acknowledging the effects of selective farming would result in the extinction of some species of plants have indeed caused pressure to efforts in preserving plant species all over the region. However also acknowledging that selective farming has been fruitful in providing quality agricultural products that are beneficial for the economy.

2. An International Seed Bank

An establishment of a seed bank with the aid of The SCO which calls upon the preservation of every plant specimen in The South Pacific Region. It calls upon member states to:

• Choose a couple of prominent biologists and scientists. Which would then be formed into a team of naturalists that shall travel the world obtaining and preserving all existing species of organic plants all over the world. The team shall be temporarily known as the "Seeders.”
  
• Report and data all existing species of seeds and organic plants in their respective nations to the "Seeders”, along with the seeds to be preserved in the seed bank.
  
• Open up the opportunity for the Seeders to publicize their research concerning the plants that grow in The South Pacific.
  
• Also opening the opportunity for biologists from respective member nations to conduct research of the seeds collected in the Seed Bank
  
• Increase horticulture and growing efforts to increase the population of near-extinct plants
  
• Be the leading research team in finding a cure for plant diseases in order to stop the extinction of their species, as well as conserve these plants behind the walls of the bank from the diseases.
  

Location

The location of the seed bank is still under negotiation by this council, however there should be over three facilities in three different nations that is under the initiative and control of the Seeders.

4. Amendments

This resolution is open for further amendments in future discussions

5. Signatories

This Resolution shall be binding upon all members of the Southern Cooperation Organisation and may not be reserved.
