I don't think there's any conflict between the Cabinet and CRS portfolios.

Just thought I should point out something that might affect DM's application, and also any applicants before December

To be considered for membership in the Council on Regional Security, a person must meet the following qualifications: World Assembly membership in The South Pacific; a Soft Power Disbursement Score of at least 50000, or an Influence Ranking of at least Vassal; at least 200 endorsements or half the endorsements of the Delegate; and six consecutive months of legislator status, or at least two terms in the Local Council. 

We might need to pass an Assembly Resolution to backdate the Legislator status to include previously-held citizenship, as well as formally recognising that all members who have held citizenship at the conclusion of the recent Great Council should have their citizenship converted to legislator status.

The Assembly of the South Pacific, having established Legislator status as a continuation of Citizenship, hereby proposes the following:

  1. All members who have held Citizenship at the conclusion of the 2016 Great Council shall have their Citizenship converted to Legislator status, and henceforth be recognised as Legislators, being subject to the rules governing Legislator status.

  2. All members, in being considered for positions that involve duration of Legislator status as part of the application criteria, shall have the duration that they have held Citizenship counted as part of their time as a Legislator of the Assembly of the South Pacific.

Also, as others have mentioned, I would appreciate if we could keep the thread focused on discussing DM's application, and leave discussions pertaining to other aspects of the CRS to a separate thread.

Charles — how is this discouraging people from getting involved? It's simply allowing us to take previous citizenship status into account — otherwise we won't be able to move on anything for six month.

Edit: This is also for a very specific — and somewhat minor in terms of participation — role. It shouldn't be discouraging anyone from getting involved.

These restrictions are already in place. All we're doing is lessening them.

As GR pointed out earlier, the endo cap should really be looked at more as an endorsement advisory than "cap," but frankly, I think renaming it would be confusing.
