Voting reform: Assembly/Local Council

Couple things here to continue what was being discussed on Discord.

First, I disagree that people voting for Bel creates a clear mandate for this. There are plenty of reasons to vote for Bel as an LC. And, following the logic that it was only to the campaign platform, Bel himself doesn't support this idea since he voted fro Aram.

Second, the LC can hold polls however and whenever they want. There is no need for them to be holding polls for the same length of time — an LC poll could be two days. Or one. Or a week before this goes to vote. There's a lot of ways we can manage this — I trust the Local Councillors will be discussing proposed legislation as the Assembly is, so there are multiple ways to gauge support.

Third, we can set up a situation where the LC can request more time — or is given marginally more time — but we cannot hold up all legislation simply because the WA hasn't voted on it. Further, we vote on multiple pieces of legislation at a time, here, and that remains one of the functions that NS-proper doesn't allow us. For us to purposefully hamstring the legislature when this entire offsite government was created to have improved functionality is silly. If we're only going to do what the LC can take polls on, we might as well just get rid of the offsite all together.

Finally, again, as I said earlier, right now we have a situation the LC campaigned on — great — and a CoA who is willing to participate. This might not always be the case, sure, but this is also an untested system. It's silly to jump into something under a supposed "mandate" that hasn't been tested — and wasn't discussed under the recent GC.

If we have good results and want to make it permanent, great. I'd for one love having more input. But, as Glen pointed out, we shouldn't be codifying an election campaign because Bel doesn't trust his predecessors — or the voters for that matter! — will continue to use the position the same he wants to.

What the LC's job to do is to direct the LC Rep. how I vote. They don't have to hold polls, they don't have to listen to the region. We can not ignore HCLQ 1608 and must follow what it set out. If the LC wants to do polls they may but they can bot obstruct the business of this assembly! Besides the region votes on any business the chair says directly effects them. I will vote against any measure that will obstruct this assembly or that will allow 3 people to control the time scale this assembly has.
Above all else, I hope to be a decent person.
