Government island is a feature of the Roleplaying portion of the community, found exclusively in Treasure Island.  This forum is for political parties formed for use in the regional government, which is not actually roleplay (we make decisions that actually affect the region, one way or another).  I would recommend following the activity in the assembly for a while until you get a sense of what the regional government is and what it does (also read the charter) before deciding whether or not you wish to create or join a party.
